A homeless woman faces criminal charges after St. Charles Police said she had sex with a 13-year-old boy in the back seat of her car Oct. 22. A 12-year-old girl was in the front seat.

The car was parked in a neighborhood near the St. Charles Convention Center.

Katrina R. Helderle, 20, was charged Friday with first-degree statutory rape.

WASHINGTON (AP) ? Three years ago, the Supreme Court warned there could be constitutional problems with a landmark civil rights law that has opened voting booths to millions of African-Americans. Now, opponents of a key part of the Voting Rights Act are asking the high court to finish off that provision.

The basic question is whether state and local governments that once boasted of their racial discrimination still can be forced in the 21st century to get federal permission before making changes in the way they hold elections.

Some of the governments covered ? most of them are in the South ? argue they have turned away from racial discrimination over the years. But Congress and lower courts that have looked at recent challenges to the law concluded that a history of discrimination and more recent efforts to harm minority voters justify continuing federal oversight.

The Supreme Court took no action Monday on cases asking it to end the Voting Rights Act's advance approval requirement that has been held up as a crown jewel of the civil rights era.

The justices sidestepped this very issue in a case from Texas in 2009. In an opinion joined by eight justices, Chief Justice John Roberts wrote then that the issue of advance approval "is a difficult constitutional question we do not answer today."

Since then, Congress has not addressed potential problems identified by the court. Meanwhile, the law's opponents sensed its vulnerability and filed several new lawsuits.

The advance approval, or preclearance requirement, was adopted in the Voting Rights Act in 1965 to give federal officials a potent tool to defeat persistent efforts to keep blacks from voting.

The provision was a huge success, and Congress periodically has renewed it over the years. The most recent occasion was in 2006, when a Republican-led Congress overwhelmingly approved and President George W. Bush signed a 25-year extension.

The requirement currently applies to the states of Alabama, Alaska, Arizona, Georgia, Louisiana, Mississippi, South Carolina, Texas and Virginia. It also covers certain counties in California, Florida, New York, North Carolina and South Dakota, and some local jurisdictions in Michigan and New Hampshire. Coverage has been triggered by past discrimination not only against blacks, but also against American Indians, Asian-Americans, Alaskan Natives and Hispanics.

Before these locations can change their voting rules, they must get approval either from the U.S. Justice Department's civil rights division or from the federal district court in Washington that the new rules won't discriminate.

Congress compiled a 15,000-page record and documented hundreds of instances of apparent voting discrimination in the states covered by the law dating to 1982, the last time it had been extended.

Among the incidents in the congressional record:

?In 1998, Webster County, Ga., tried to reduce the black population in several school board districts after citizens elected a majority-black school board for the first time.

?In 2001, Kilmichael, Miss., canceled an election when a large number of African-American candidates sought local office following 2000 census results that showed blacks had become the majority in the city.

?In 2004, Waller County, Texas, sought to limit early voting near a historically black college and threatened to prosecute students for illegal voting after two black students said they would run for office.

But in 2009, Roberts indicated the court was troubled about the ongoing need for a law in the face of dramatically improved conditions, including increased minority voter registration and turnout rates. Roberts attributed part of the change to the law itself. "Past success alone, however, is not adequate justification to retain the preclearance requirements," he said.

He also raised concern that the formula by which states are covered relies on data that is now 40 years old. By some measures, states covered by the law were outperforming some that were not.

Jurisdictions required to obtain preclearance were chosen based on whether they had a test restricting the opportunity to register or vote and whether they had a voter registration or turnout rate below 50 percent.

In the federal court of appeals in the District of Columbia, Circuit Judge Stephen Williams objected that the law specifies that these criteria are measured by what happened in elections several decades ago. But writing for a majority that upheld preclearance, Circuit Judge David Tatel said the question is not whether old data is being used, but whether it helps identify jurisdictions with the worst discrimination problems. "If it does, then even though the formula rests on decades-old factors, the statute is rational," Tatel said.

Shelby County, Ala., a well-to-do, mostly white bedroom community near Birmingham, adopted Roberts' arguments in its effort to have the voting rights provision declared unconstitutional, but lost in the lower courts. The county's appeal is among those being weighed by the high court.

Yet just a few years earlier, a city of nearly 12,000 people in Shelby County defied the voting rights law and prompted the intervention of the Bush Justice Department.

Ernest Montgomery became the only black member of the five-person Calera City Council in 2004, winning in a district that was almost 71 percent black. The city redrew its district lines in 2006 after new subdivisions and retail developments sprang up in the area Montgomery represented, and the change left Montgomery's District 2 with a population that was only 23 percent black.

Running against a white opponent in the now mostly white district, Montgomery narrowly lost a re-election bid in 2008. The Justice Department invalidated the election result because the city had failed to obtain advance approval of the new districts.

A lifelong resident of Calera and a church deacon, the 56-year-old Montgomery said he doesn't know whether discrimination was involved in the redistricting decision six years ago. But, he said, discrimination still exists and the law is still needed.

"I think things have gotten a lot more leveled out, but we're not to the point we need," he said.

The majority of grandparents that I have had contact with, whether in person or over the Internet, are raising their grandchildren because the parents have alcohol, drug, or mental health issues. So when I meet someone or read their words about the death of their own child, I feel as though I have just been punched in my stomach.

One grandmother I met a? couple of years ago was raising a grandson because her daughter had died. The young mother was in her early thirties and in the military. She apparently had an unknown heart problem. To make the story worse, the child was the one who found his mother. This grandmother told me how each November her grandson would start acting out. He was small when his mother had died, but the time of year triggered memories of his traumatic event.

So while we often think of grandparents raising their grandchildren because their own kids just don't have their "act" together, that is not always the case. Raising a grandchild due to the death of one's own child must be a horrific experience.?

Protests over chemical factory resume in China

NINGBO, China (AP) ? Protests resumed Sunday in an eastern Chinese city where thousands of residents had clashed with police a day earlier while demonstrating against the proposed expansion of a petrochemical factory over pollution fears.

Several hundred citizens of Ningbo, which is in Zhejiang province, set off from a city square and headed for the offices of the municipal government on Sunday morning. Hundreds were stopped at the gate of the offices by a circle of uniformed police. They shouted for the release of people they believed had been detained by police a day earlier, for the protection of Ningbo and for the city's mayor to come out.

"We can only depend on ourselves now, we can't count on the government to think about us," said one protester, a 40-year-old woman surnamed Jing.

On Saturday, residents reported that protests involved thousands of people and turned violent after authorities used tear gas and arrested participants. Authorities said "a few" people disrupted public order by staging sit-ins, unfurling banners, distributing fliers and obstructing roads. Authorities said that the proposed project was under evaluation and that the public was being given opportunities to offer its input.

There have been a series of protests in China this year over fears of health risks from industrial projects, as members of the rising middle class become more outspoken against environmentally risky projects in their areas.

A week earlier, hundreds protested for several days in a small town on China's Hainan island over a coal-fired power plant.

Such protests are exactly what the Chinese leadership does not want ahead of next month's once-a-decade transition of power, with stability being paramount.

The demonstrations are a reminder to the incoming generation of leaders that they face a public increasingly unwilling to accept the environmental and health hazards as an inevitable consequence of breakneck, unbridled economic growth.

A 30-year-old woman surnamed Wang said officers took her to a police station Saturday and made her sign a guarantee that she would not participate in any more protests, but she came back Sunday anyway.

"They won't even let us sing the national anthem," Wang said. "They kept asking me who the leader of the protests was and I said that this is all voluntary. We have no leader."

Marchers included the elderly and children, as well as some pet poodles. People held up smartphones and tablet computers recording the protest and tried to send information to others through mobile Internet connections.

In a sign that censors were at work, the name "Zhenhai" ? the city district where the factory is located ? was blocked on China's popular microblogging site Sina Weibo and searches for "chemical expansion project" were greeted with the line that "Some search results are not shown according to regulations." Those that were visible included postings from media sites that said authorities were holding meetings to hear public opinion.

Some protesters wore face masks and shouted slogans including "Protect Ningbo" and "Return my health" while pumping their fists in the air. Cars were forced to stop as a long stretch of people marched along roads.

"We have to do this for our future and our family's future," said protester Jing as she pointed to the smoggy air. "The sky was so clear when I was a child. Look at it now."

Another protester, Yu Yibing, said he wanted the factory to be closed, not expanded, and his 7-year-old son to grow up in a clean environment.

"As the common people, we need to live in a green environment. This is a reasonable request," said Yu, 38. "But the government only puts out some statement and refuses to see us and also suppresses us. I don't know how else we can express our views."

The Zhenhai district government, which comes under the Ningbo government, said Ningbo's Communist Party chief, Wang Huizhong, and mayor, Liu Qi, had held discussions with local residents Saturday night.

A statement posted on the district government's website Sunday said that the opinions and advice of the people who attended "are very helpful" to the party committee and municipal government's decision-making and that the expansion project was "at an early stage."

"We will further solicit opinions and respond to people's concerns and actively respond to people's reasonable requests and demands," the statement said.

The Zhenhai government earlier said it would organize public hearings attended by residents and experts to assess the environmental impact of the project.

The official Xinhua News Agency said the planned project is designed to produce 15 million tons of refined oil and 1.2 million tons of ethylene per year and belongs to Sinopec Zhenhai Refining & Chemical Company, which has invested 55.87 billion yuan ($8.9 billion).

Calls to Zhenhai police and the propaganda department of Ningbo police rang unanswered Sunday.

>> reporter: good evening, lester. more preparations under way. by the time tomorrow night rolls around we'll feel the impacts across much of the northeast. let's talk about this and lay out the impacts of the storm. the satellite shows a hybrid transition. you have a cloud canopy that stretches over the entire eastern seaboard with the storm's center 730 miles to the south of new york city . here's the track. this wild s-shape that has all of us as meteorologists shaking our heads. we have never seen this left hook. it will bring it 150 miles to the south of new york city early tuesday morning. then there is the impact. let's lay them out. we start with the storm surge . in irene at battery park which is where i am tonight, we had three to six feet. we expect four to eight here and down the jersey shore . that will be higher than what they dealt with during irene . plan on similar scenarios there. look at the rainfall. huge areas of two inches plus, four inches plus. locally ten inches in spots in parts of new jersey and the chesapeake bay . if you remember the state of new jersey was one of those heavily flooded last year with irene . to add insult to injury , west virginia , maryland, pennsylvania and parts of west virginia could get 50 inches of snow with this. add all these ingredients together, that means power outages, some which will last for weeks. pennsylvania, new york , west virginia , an 800-mile-wide damage path with this. on the 108th anniversary of the opening of the subway system in new york we hope in 48 hours , parts of it won't be under water.

US returns 4,000 archaeological relics to Mexico

EL PASO, Texas (AP) ? More than 4,000 archaeological artifacts looted from Mexico and seized in the U.S. have been returned to Mexican authorities in what experts say is one of the largest such repatriations between the countries.

The items returned Thursday mostly date from before European explorers landed in North America and include items from hunter-gatherers in pre-Columbian northern Mexico, such as stones used to grind corn, statues, figurines and copper hatchets, said Pedro Sanchez, president of the National Archaeological Council of Mexico.

U.S. Immigration and Customs Enforcement agents seized the relics in El Paso, Phoenix, Chicago, Denver, San Diego and San Antonio, though most of the artifacts ? including items traced to a 2008 theft from a museum in Mexico ? turned up in Fort Stockton, a Texas town about 230 miles southeast of El Paso.

More than two dozen pieces of pottery were seized in Kalispell, Mont., where Homeland Security agents discovered that a consignor had paid Mexican Indians to loot items from burial sites deep in the Mexican Copper Canyon in Chihuahua, Mexico, authorities said.

Although most of the items turned over are arrowheads, several are of "incalculable archaeological value," Sanchez told The Associated Press. He said it was the biggest archaeological repatriation in terms of the number of items that the U.S has made to Mexico.

U.S. officials displayed the relics at the Mexican Consulate in El Paso before handing them over during a ceremony Thursday. The artifacts will eventually be taken to the National Institute of Anthropology and History in Mexico City, where they will be studied, cataloged and distributed to museums across Mexico.

Most of the items were uncovered during a string of seizures in West Texas in 2009, following a tip about relics illegally entering the U.S. at a border crossing in Presidio, Texas.

Homeland Security special agent Dennis Ulrich said authorities executing a search warrant in Fort Stockton found the largest portion of the cache. Further investigation revealed that the two men behind the smuggling were also involved in drug trafficking from Mexico to the U.S., he said.

Sanchez said some of the relics found in Fort Stockton were stolen from a private collection at the Cuatro Cienagas museum in the Mexican state of Coahuila.

The items also include arrows, hunting bows and even extremely well conserved textile items such as sandals and pieces of baskets.

Auto dealer stocks fall on earnings reports

NEW YORK (AP) ? Auto dealer earnings for the third quarter have largely lived up to expectations, but apparently investors wanted more.

Shares of AutoNation Inc. and Group 1 Automotive Inc. fell sharply Thursday, even as the companies' results met the forecasts of analysts surveyed by FactSet.

AutoNation shares dropped $2.11, or 4.4 percent, to $45.93 in afternoon trading. If that holds, it would be the steepest decline in the shares since Jan. 4. Group 1 shares fell $2.06, or 3.3 percent, to $59.78. AutoNation's profit of 66 cents per share matched Wall Street estimates, as did Group 1's bottom line of $1.32 per share. But both companies have routinely topped analyst forecasts, according to FactSet.

Even with Thursday's losses, shares of both companies are showing double-digit gains for the year. The companies have outperformed the S&P 500 due to improved sales of new cars and trucks.

Two other dealer stocks also dropped. Sonic Automotive Inc., which reported lower-than-expected earnings Tuesday, fell 2.7 percent to $18.44 and Penske Automotive Group Inc. dropped 2 percent to $29.72.

ScienceDaily (Oct. 25, 2012) ? A new collaborative project among researchers from Uppsala University in Sweden and the University of Cincinnati has, for the first time, demonstrated experimentally the evolutionary force behind the rapid evolution of male genitals, focusing on a species of seed beetle.

This mechanism is revealed in a study published October 25 in the scientific journal Current Biology. The experiments leading to this paper involved a species of seed beetle known as Callosobruchus maculatus. Mating among these beetles involves several males engaging in copulation with individual females.

"When a female mates with several males, the males compete over the fertilization of her eggs," said Michal Polak, associate professor of biological sciences at the University of Cincinnati, one of the co-authors. "Because females mate with multiple males, the function of the male copulatory organ may determine which of the males will fertilize most of her eggs. Our results show that the morphology of the male genitalia affects his fertilization success in these beetles."

The competition to produce offspring is the driving force of evolution. Competition among males occurring after insemination may be an important evolutionary force that has led to the evolution of a diversity of shapes and sizes of male sexual organs, the co-authors assert. This competition among males has generated a great biological diversity that they believe can directly contribute to the formation of new species.

"The reproductive organs of animals with internal fertilization change more rapidly than all other morphological features during evolution," Polak said. "In virtually all groups of animals, from roundworms and molluscs to reptiles and mammals, the male sex organs differ markedly among even closely related species, with female genital traits remaining relatively unchanged."

To experimentally investigate the role of genital shape in reproductive success, the Swedish researchers -- Cosima Hotzy, Goran Arnqvist and Johanna L. Ronn -- bred male beetles with extraordinarily long genital spines. They simultaneously bred male beetles with extremely small spines. Experiments demonstrated that the males with long spines produced substantially more offspring.

"It is possible, however, that breeding for long spines introduced a secondary trait that affects fertility," Polak said. Unintended consequences, he said, are well known to animal breeders.

To prove that it was the spines and not some other trait, some beetles had their genital spines surgically modified using micro-scale laser surgery. Polak's laboratory has gained an international reputation for using a precision laser system to make microscopic changes to insect bodies.

Insects modified through both methods were then observed throughout the competitive mating process. The international team found that the longer genital spines directly contributed to successful fertilization. Seminal fluid from the males was also tracked through high-resolution radioisotope labels, and shown to enter the female body more quickly after mating with long-spined males than short-spined males.

"This provides experimental evidence that male genital morphology influences success in postcopulatory reproductive competition," Polak said.

There is more work to be done, Polak said, to understand the mechanism at work here. It is possible that these longer spines help introduce bio-active molecules from seminal fluid into the female circulatory system. These added proteins and peptides, which have yet to be characterized, may create effects within the female that contribute to male reproductive success. It is also possible that genital spines exert mechanical effects within the female by stimulating her reproductive tract during copulation, thereby inducing the female to uptake and use more of her current mate's sperm.

The study was funded by the European Research Council, the Swedish Research Council, and the National Science Foundation.

Overall, AT&T reported 678,000 new subscribers for the quarter, putting them at a total of 105.9 million subscribers. EPS is up from $0.61 a year ago to $0.63, and a record free cash flow of $6.5 billion is also reported. Data revenues for the carrier also went up in line with the increase in smartphone sales, with an increase of 18.3%. Consolidated revenues however remain flat year on year at $31.5 billion.

Saturn?s skies sparkle with the faces of its many moons ? some frosted and bright, others darker, honeycombed, or hiding beneath haze. How nature built these worlds from the same set of materials is a conundrum that has eluded scientists for years.

Now, a team suggests that violence early in the solar system?s history produced the many strange moons that rise over Saturn?s ringed horizons.

Giant collisions between an extinct population of much larger Saturnian moons could have ultimately produced Titan ? the largest of Saturn?s satellites ? and spat out a half-dozen midsize moons, says planetary scientist Erik Asphaug of the University of California, Santa Cruz. He presented the theory October 19 at the American Astronomical Society?s Division for Planetary Sciences meeting in Reno, Nev.

?Explaining this diverse grab bag of satellites that presumably had a common origin around Saturn is very challenging,? Asphaug says. ?Collisions are a great way of explaining heterogeneity in the system.?

Saturn?s moons ? 62 confirmed so far ? come in a variety of sizes, ranging from tiny moonlets that live inside the planet?s iconic rings, to Titan, which holds 96 percent of Saturn?s moon mass. Between those extremes is a smattering of midsized, icy moons. The family includes some of the system?s most photogenic members, such as two-toned Iapetus, saltwater-spitting Enceladus and honeycombed Hyperion.

Some of these middleweight worlds are mostly rocky, others mostly icy. Some, like Enceladus, are geologically active. Others, like Rhea and Iapetus, even show evidence for once having rings or subsatellites of their own.

Saturn?s larger neighbor Jupiter doesn?t have such midsized moons. Instead, four large satellites (Ganymede, Callisto, Io and Europa) dominate the Jovian system, which is otherwise full of tiny moons less than 100 kilometers across. Asphaug and his collaborator, Andreas Reufer of the University of Bern in Switzerland, simulated an early version of Saturn with an orbiting menagerie that looked more like present-day Jupiter?s. Instead of a Titan, several large moons spun around the young planet.

But not for long.

Soon after the system?s birth ? perhaps due to a marauding ice giant planet, or migration of the satellites themselves ? the infant moons spasmed in their orbits, veered off course and collided with one another. The collisions simultaneously stripped the impacting bodies of their icy, rocky outer layers, leaving their cores to merge. Eventually, those cores became Titan. Material flung from the collisions coalesced into the midsize moons, a simple way to explain the diversity observed today. The story also explains Titan?s elongated orbit, another conundrum that has puzzled scientists.

Asphaug points out that there are still some important unresolved issues, including how the midsize moons would survive being swept up during Titan's accretion.

Another issue, says planetary scientist William McKinnon of Washington University in St. Louis, is how to get the moons where they are. Some, like Iapetus, are very, very far from Saturn.

McKinnon notes that there are several other theories describing early Saturnian, moon-making dramas. One involves a second large, young satellite, an unfortunate infant that wandered too close to Saturn and was shredded, leaving behind bits of material that then clumped into midsize moons. Another suggests the medium moons grew from the planet?s rings themselves ? though no one has really been able to make that one work.

The clues come from the moons themselves.

?If we can figure out what icy satellites are made out of, that places strong constraints on how they formed,? says Joseph O?Rourke of Caltech.

Recently, O?Rourke considered how Titan may be put together. Gravity data returned from NASA?s Cassini spacecraft suggest that Titan is only partially differentiated ? it lacks discrete core, mantle and crust layers. But heat circulating inside Titan would make an undifferentiated ice-and-rock interior unstable over billions of years, O?Rourke and planetary scientist David Stevenson of Caltech, report in a paper posted online October 21 at arXiv.org. Such an ice-rock mix, O?Rourke says, requires formation from a cool, slowly coalescing mix of gas and dust ? not a chaotic, collision-riddled environment. ?If Titan is differentiated, as O?Rourke?s calculations suggest, then its interior may not be a salt-and-pepper mix of rock and ice.

?Once things get too warm for the rock and ice to stay together, the rock will begin to sink toward the center,? says planetary scientist Jonathan Lunine of Cornell University. In 2010, Lunine proposed a different type of interior consisting of a large amount of puffy, hydrated silicate near the moon?s center. Building Titan with that type of material would occur more favorably if the satellite formed quickly in a warmer environment where ice could melt and hydrate the silicates.

?If we had X-ray vision and could see [Titan] was not completely separated, we would know something very profound about how hot it got when it was young,? McKinnon says. ?If it?s completely separated, all we know is that at some time during the last 4.5 billion years, it got hot enough to separate.?

Two Galilean satellites, adding up to about the mass of Titan, colliding at low initial relative velocity and an impact angle of 75?. They are coded by color, with 50 wt% ice, over 35 wt% rock, over 15 wt% iron. The outcome is a merger, spinning off spiral arms that clump into icy bodies ~100 to ~1000 km diameter. Some of these clumps escape, becoming moons of their own; others remain bound to the final merged body, becoming subsatellites at least for some time.

Insight: Sewage, "sloppy fits" and a tomb: Goldman's India build

LONDON/MUMBAI (Reuters) - Goldman Sachs' reputation for hard-nosed efficiency faces a test in the chaos of Indian building standards, according to architects hired by the Wall Street bank.

Construction is due to start soon on a Bangalore campus for some 4,000 back-office Goldman Sachs staff, but a report by Toronto-based architect Adamson Associates seen by Reuters said the project faces a string of obstacles including shoddy construction, corruption, poor sanitation and an on-site tomb.

"India's industry standards of construction quality for commercial office space have not yet reached international standards, much less GS standards," the report said.

It recommended developers "provide extra margins of tolerance (ie a 'sloppy fit')" and "not design anything that requires total precision" for the 22-acre site, which is close to a busy stretch of Bangalore's six-lane outer ring road.

Goldman Sachs and Adamson Associates declined to comment. The bank's reaction to Adamson's recommendations is not clear.

The report gives a rare behind-the-scenes insight into the way multinational companies in India view local standards and some locals have reacted angrily to the suggestion Goldman will have to lower its expectations so far.

"This is a wrong notion. A wrong perception is being created. I would like to really confront a person who thinks like this," said Lalit Kumar Jain, national president of the Confederation of Real Estate Developers' Association of India.

"This is a prejudiced mind without really understanding the reality on the ground of this country."

The reaction to the architect's report will generate further publicity for the intensely scrutinised bank.

"It's a bit of a cheap shot for a foreign architect to throw stones at Indian construction standards," said one international developer operating in India who did not want to be named for fear of drawing criticism. "The standards are not the same but then neither is the cost. And that is why Goldman Sachs is putting a million square feet in India."

Construction costs in India are about 75 to 80 percent lower than in London, he said.

But Ramesh Mysore, a Bangalore-based director of corporate real estate at outsourcing company Convergys, which entered India more than a decade ago and has more than 10,000 staff in the country, said the report only stated the obvious. Red tape and inexperienced developers are a big hurdle.

"The challenge in India is there is still ambiguity in people giving a commitment and achieving it. In other countries, there is more promptness and respect," he said.

"BIG BANG"

As the financial crisis forces Western banks to rein in costs, they have increasingly turned to emerging economies to set up operations with lower wages and rents.

Companies can save between 40 and 70 percent in places such as India, Asia's third-largest economy, according to a report this year by U.S. business consultant Everest Group and NASSCOM, an Indian industry body for technology companies.

Earlier this month Goldman Sachs announced a third-quarter profit of $1.5 billion versus a $428 million loss in 2011 against the backdrop of a $1.9 billion cost cutting programme.

Its Bangalore project - codenamed "Big Bang" inside the bank - will move workers from four offices elsewhere in Bangalore into a single campus about 15 km (9 miles) south-east of the city centre by 2017.

The documents, more than 2,000 pages in all, underline the huge scale of Goldman's plans in the country. The Bangalore operation accounts for about 12 percent of the bank's global staff but that could more than quadruple to 18,000, the report said.

The campus, which measures 900,000 square feet, comprises two buildings. Floor space will double if Goldman exercises development options. That would give it a site not much smaller than its 2.2 million-square-foot HQ in New York, a skyscraper on which Adamson was the executive architect.

Goldman will pay an annual rent of about 565 rupees ($11) per square foot, local real estate agents said. That compares to a typical figure of 55 pounds ($89) in London's financial district or about $90 in the midtown Manhattan area of New York.

Banks such as Bank of America Merrill Lynch, Barclays, HSBC, JPMorgan and RBS also have functions like risk and fraud management, finance and accounting in self-contained Bangalore sites known in India as "captive centres".

SEWAGE AND STRAY DOGS

However, building in India is not always straightforward.

When a Reuters reporter visited the area where the Goldman Sachs campus will be located earlier this month, he saw a site fenced off with corrugated metal sheets.

The presence of steel reinforcement rods was the only evidence of planned construction work at the site, which, based on maps contained in the Adamson report, appeared to be the future home of the Wall Street bank.

Stray dogs wandered through pot-holed streets and dirt and rubbish were piled up in the surrounding areas, at odds with the glass-fronted modern office blocks which house firms including JP Morgan, Nokia and Cisco.

A large sewage canal ran nearby, where a breeze blew foam into the air.

The architect report notes the canal and warns of the possibility of foul odours, depending on "time of year (and) wind direction."

Adamson underlined how closely Goldman Sachs should monitor the build, recommending "extensive use of mock-ups" that require approval before the final phases of building work proceed.

"Keep the design simple, straightforward and easily understandable. Complex shapes will not likely be well-constructed," it said, while emphasizing the building had to be the best quality office block in Bangalore.

Delays and shoddy construction at the 2010 Commonwealth Games in New Delhi, India's capital, exposed the dearth of skilled labor, building technology and expertise in the country. But things have improved since then, say people in the industry.

"What happened at the Commonwealth Games was not good but the important thing to note is not everything happens like that," said Convergys Corporation's Mysore.

"If you get attracted to a developer because the building looks great, is cheap and comes with some goodies, you are being misguided. You need to exercise caution," he said.

The economic boom of recent years has helped to improve construction standards, local developers said.

"Some of our buildings are better than some American ones," said J. C. Sharma, chairman of Bangalore-based Sobha Developers, which has built more than 24 million square feet of space for technology company Infosys. "Foreign architects should come and see the buildings here to realise India is also improving, although more slowly than China."

RISKS

That said, Goldman will still have to overcome the lack of a municipal sewer system and an unreliable water supply network. The report recommends the Bangalore campus treat waste on-site and install waterless urinals, even though it acknowledges associated "odours and cleanliness issues".

Further hurdles include what the architect refers to as a tomb on the site that Goldman will have to take into account when positioning the perimeter wall. The Reuters reporter saw a gravestone marked with the dates '1913-1981' near the perimeter fence of the site presumed to be the future Goldman campus.

The bank will also struggle to fit lifts in its building that are up to its usual standards, Adamson said.

"The Indian market does not seem to value elevators as an aesthetic element," it said. "An aggressive full coverage preventative maintenance programme" was the only way to ensure they didn't break down.

Goldman faces considerable "reputational risks" associated with the project, given India's reputation for corruption, use of child labor and the often basic conditions in construction worker camps, the report warned.

The international developer working in India said the bank would have to minimize risks and increase security. "There are so many people waiting for Goldman to make a mistake."
