Stocks open flat; consumer spending falls

NEW YORK (AP) ? Stocks are opening relatively flat in early trading on Wall Street after a government report showed that consumers cut back on spending last month.

The Dow Jones industrial average is up six points at 13,028 shortly after the opening bell.

The Standard & Poor's 500 index are down 0.2 points at 1,416 and the Nasdaq composite are up 0.7 points to 3,013.

Americans cut back on spending last month and saw no growth in their income, reflecting disruption from Superstorm Sandy that could hold back economic growth in the final months of the year, the Commerce Department said Friday.

Consumer spending dropped 0.2 percent in October. That's down from an increase of 0.8 percent in September and the weakest showing since May. Income was flat in the month.

Recently tensions between Baghdad and Iraqi Kurdistan have run high, complete with a military stand-off. The crisis seems to have been defused now. But if it was all just politics, then who won? And who lost ? and why?

The recent military standoff between forces from the semi-autonomous region of Iraqi Kurdistan and the central government in Baghdad over disputed territory has further exposed the tensions between the region?s president, Massoud Barzani, and the Iraqi prime minister, Nouri al-Maliki.

There is, however, more to this dispute than meets the eye, as the two leaders vie for power ? but not necessarily power over one another, rather, each in his respective domain.

A few years ago it would have been inconceivable to imagine Iraqi Kurds and Shiites facing each other on the battlefield. But a rare skirmish between an Iraqi police unit and a force of Iraqi Kurdish Peshmerga ? the force belonging to Iraqi Kurdistan that protects the northern state ? in mid-November prompted the two leaders to dispatch thousands of troops in what would appear to be preparations for a military showdown, amid emotionally charged rhetoric from both sides.

However even from the beginning, this looked very unlikely. And last week, the Speaker in the Iraqi Parliament, Osama al-Nujaifi, visited Barzani in Iraqi Kurdistan and then managed to bring military chiefs from both sides together at a meeting in Baghdad; this week the two sides agreed to pull their forces out of the disputed territory and to deal with other outstanding issues ? such as a new Iraqi military command centre worse location has upset the Iraqi Kurdish authorities ? that may well have exacerbated the situation.

KANSAS CITY, Mo. (AP) ? Two lucky ticket holders ? one in Arizona and another in Missouri ? are waking up Thursday to new lives as multimillionaires after the largest Powerball jackpot drawing ever.

Powerball officials said two tickets matched all six numbers to win the record $587.5 million jackpot. The numbers drawn for Wednesday night, for the second-highest jackpot in U.S. lottery history, are 5, 16, 22, 23, 29. The Powerball is 6.

It was not clear whether the winning tickets belonged to individuals or were purchased by groups.

One of the winning tickets was sold at a Trex Mart convenience store in Dearborn, Mo., about 35 miles north of Kansas City, the state lottery commission said in a news release.

Earlier Thursday, Missouri Lottery spokesman Gary Gonder said he was on his way to that store to assist with the expected onslaught of media attention. That store will be awarded $50,000 for selling the winning ticket.

"I guess we'll be able to give out Christmas bonuses," said Trex Mart General Manager Kenny Gilbert. "That's nice, especially at this time of year."

It did not appear Wednesday's big winner had yet come forward.

"If you buy Powerball tickets at this location, please find them and check them closely," said May Scheve Reardon, executive director of the Missouri Lottery. "If you find you're holding the winning ticket, be sure you sign the back and put it in a safe place until you can take it to a Missouri Lottery office. You will also want to get some legal and financial advice before you claim."

The winner has 180 days to claim their share in the prize money.

Arizona lottery officials said early Thursday they had no information on the Grand Canyon State's winner or winners, but they planned to announce Thursday morning where the ticket was sold.

Americans went on a ticket-buying spree in the run-up to Wednesday's drawing, the big money enticing many people who rarely, if ever, play the lottery to purchase a shot at the second-largest payout in U.S. history.

Tickets sold at a rate of 130,000 a minute nationwide ? about six times the volume from a week ago. That pushed the jackpot even higher, said Chuck Strutt, executive director of the Multi-State Lottery Association. The jackpot rolled over 16 consecutive times without a winner.

Iowa Lottery spokeswoman Mary Neumauer said the jackpot was estimated at $587.5 million by early Thursday, adjusted slightly upward from the $579.9 million estimate at the time of the drawing. The cash payout was $384.7 million.

In a Mega Millions drawing in March, three ticket buyers shared a $656 million jackpot. This remains the largest lottery payout of all time.

Researchers aid effort to sequence the complex wheat genome

Intent on developing wheat varieties with higher yields and enhanced nutritional content, researchers at the University of California, Davis, have teamed up with scientists at nine other institutions in an attempt to sequence the wheat genome.

Results from that endeavor, led by researchers at the U.K.-based Biotechnology and Biological Sciences Research Council, will be reported Nov. 29 in the journal Nature.

"This work moves us one step closer to a comprehensive and highly detailed genome sequence for bread wheat, which along with rice and maize is one of the three pillars on which the global food supply rests," said Jan Dvorak, professor of plant sciences at UC Davis and a study co-author.

"The world's population is projected to grow from 7 billion to 9 billion by 2050," he said. "It is clear that, with no new farmable land available to bring into cultivation, we must develop higher-yielding varieties of these three cereals to meet the growing global demand for food."

The bread wheat genome is especially complex because bread wheat originated from three ancient grass species. Its genome is, therefore, a composite of three genomes ? and is five times the size of the human genome.

Wheat geneticists have historically designated the genomes of those parent grasses as the A, B and D genomes, each containing a similar set of genes. As a result, most bread wheat genes exist in triplicate.

To aid the sequence assembly of bread wheat, Dvorak and the UC Davis researchers have worked with scientists at the U.S. Department of Agriculture's Agricultural Research Service and with scientists at two other U.S. institutions on sequencing of the genome of the parent species Aegilops tauschii ? the source of the bread wheat D genome.

The U.S. team shared the Aegilops tauschii sequences with the British team, which was assembling all three of the wheat A, B and D genomes.

Comparing the Aegilops tauschii sequence with modern wheat allows researchers to assess genomic changes that have taken place in bread wheat since its origin approximately 8,000 years ago.

In the study reported in Nature, the researchers used the whole genome "shotgun sequencing" approach, which generates billions of random genome sequence "reads" and then pieces them together. The results provide information about the DNA making up wheat genes that will help wheat breeders develop hardier varieties by linking genes to key traits, such as disease resistance and drought tolerance.

"This sequencing effort has yielded important information that will accelerate wheat genetics and breeding and help us better understand wheat evolution," Dvorak said. "It cannot be overemphasized, however, that this is just one step in the global effort to produce a high-quality draft of the bread wheat genome sequence."

He said completion of such a high-quality genome sequence for bread wheat is still a few years away and will require broad international collaboration to complete.

Books can be very helpful to help you understand your problems, but they tend to lack the insight and knowledge which a therapist can give you. Even the simple act of having someone impartial that you can talk to can improve your chances for success. A self-help book simply cannot provide the human interaction afforded by a therapist or counselor.

There will usually be a difference in where you are in life, and where you want to be. This is the best way to be able to set a course of direction to get there. If you are unable to recognize this need, you will not be effective in developing yourself to your highest potential.

Give your energy to the things that are most important in your life. When it comes to focusing your feelings and emotions, strive to apply them to the important aspects of your life that build happiness, and do not waste them on the negative aspects that weigh you down and prevent inner peace.

As you learned earlier, developing yourself as a person requires you to learn new things. Knowing something isn?t enough, though. You have to put that knowledge into action. The avenues open to you for self-improvement are many. You can start to feel better about yourself when you put this information into action.

Riots injure 177 in central Tunisian town

TUNIS, Tunisia (AP) ? Demonstrations in a central Tunisian town have spun into a second day of riots between police and locals.

The hospital in Siliana said 177 people were treated for injuries Wednesday, including 22 that had to be evacuated to the capital for treatment.

Residents have been demonstrating for more jobs and government investment in this economically deprived interior region. They are also calling for the resignation of the local governor and the release of 14 imprisoned activists.

Police say they were only defending themselves when demonstrators attacked the government building. But Nejib Sebti, head of the labor union that organized the protests, says they were peaceful until residents were attacked by police.

Inventories boost U.S. economic growth, but trend weak

WASHINGTON (Reuters) - The U.S. economy grew faster than initially thought in the third quarter as restocking by businesses provided a big boost, but consumer and business spending were revised lower in a sobering reminder of the recovery's underlying weakness.

Gross domestic product expanded at a 2.7 percent annual rate, the Commerce Department said on Thursday, as export growth also helped to offset the weakest consumer spending and first drop in business investment in more than a year.

While the growth pace was much quicker than the 2 percent rate the government estimated last month and the best since the fourth quarter of 2011, it was hardly a sign of strength as the lift from inventories will likely be lost in the fourth quarter.

The economy is also bracing for deep cuts in government spending and tax increases early next year, known as the fiscal cliff, which could suck $600 billion from the economy and fuel a fresh recession.

Economists polled by Reuters had expected GDP growth to be raised to a 2.8 percent pace.

"The bulk of the (GDP) rise is inventory adjustment," said Omer Esiner, chief market analyst at Commonwealth Foreign Exchange in Washington. "So I think the market may look past this number, thinking real GDP in the economy is a bit lower. It was also concerning to see consumer spending revised down."

A separate report from the Labor Department showed initial claims for state unemployment benefits dropped 23,000 to a seasonally adjusted 393,000, but still staying elevated after superstorm Sandy.

The storm, which ripped through the East Coast in late October, has distorted initial claims data in recent weeks, making it hard to get a clear pulse of the labor market, whose struggles have underscored the economy's weakness.

U.S. stock index futures held gains after the data. Prices on longer-dated U.S. Treasury debt pared losses, while the euro held against the dollar.

INVENTORIES ADD, NOT SUBTRACT

Business inventories added 0.77 percentage point to third-quarter GDP growth. They were previously estimated to have subtracted 0.12 percentage point.

Excluding inventories, GDP rose at a revised 1.9 percent rate, underscoring sluggish demand. Final sales of goods and services produced in the United States had been previously estimated to have increased at a 2.1 percent pace.

A smaller trade deficit was also a factor behind the upward revision to GDP as export growth outpaced a rise in imports. But the trend in exports is unlikely to be sustained given slowing global demand, especially in China and debt troubled Europe.

Trade contributed 0.14 percentage point to GDP growth instead of subtracting 0.18 percentage point, as previously reported.

Other details of the report were rather weak. Consumer spending, which accounts for about 70 percent of U.S. economic activity, was lowered to a 1.4 percent growth rate - the slowest since the second quarter of 2011, from the 2 percent gain previously reported.

Consumer spending increased at a 1.5 percent rate in the second-quarter.

Business spending was revised to show much deeper cutbacks, which have been blamed on the fears a tightening in fiscal policy next year. Business investment fell at a revised 2.2 percent rate instead of a 1.3 percent decline. That was the first drop since the first quarter of 2011.

Part of the drag in business investment, which had been a source of strength for the economy, came from equipment and software, where spending was the weakest since the second quarter of 2009.

The report also showed that after-tax corporate profits rose at a 3.3 percent rate in the third quarter after gaining 2.2 percent in the second quarter.

Spending on nonresidential structures contracted after five straight quarters of growth. Government investment was revised to a 3.5 percent growth rate from 3.7 percent as defense, and state and local government spending estimates were pared.

Growth in home building was trimmed to a 14.2 percent rate from 14.4 percent. Residential construction is benefiting from the Federal Reserve's ultra accommodative monetary policy stance, which has driven mortgage rates to record lows.

Study: US jails could safely hold Gitmo detainees

WASHINGTON?? The controversial detention facility at Guantanamo Bay, Cuba, could be closed and the 166 detainees being held there could be absorbed safely by U.S. prisons, a government report says.

Many of the detainees are accused of plotting terrorist acts against the United States.

"This report demonstrates that if the political will exists, we could finally close Guantanamo without imperiling our national security," said Sen. Dianne Feinstein, D-Calif., the Senate Intelligence Committee chairwoman who released the Government Accountability Office study Wednesday.

The GAO study shows that U.S. prisons already hold 373 prisoners convicted of terrorism in 98 facilities across the country.

"As far as I know, there hasn't been a single security problem reported in any of these cases," Feinstein said. "This fact outweighs not only the high cost of maintaining Guantanamo ? which costs more than $114 million a year ? but also provides the same degree of security without the criticism of operating a military prison in an isolated location."

The study said there are six Defense Department prisons and 98 Justice Department prisons that could take the detainees, but it does say that existing facilities likely would need to be modified and current inmates may need to be relocated to make room for the new arrivals.

President Barack Obama ordered the closing of the Guantanamo's detention facility when he took office in 2009, but that was blocked by a Republican-led bill that cut off funding to move the detainees to the U.S. The lawmakers cited security concerns, saying the presence of the detainees would encourage terror attacks in the states or cities where they were being held.

Feinstein commissioned the study in 2008 to find out where the detainees could be held, if the White House was able to move ahead with Guantanamo's closure.

WASHINGTON (AP) ? It's not just about taxes. There's another big obstacle to overcome as Congress and President Barack Obama work to skirt the fiscal cliff: deep divisions among Senate Democrats over whether to consider cuts to popular benefit programs like Medicare and Medicaid.

Much of the focus during negotiations seeking an alternative to $671 billion in automatic tax increases and spending cuts beginning in January has centered on whether Republicans would agree to raising taxes on the wealthy. Obama insists that tax increases on the wealthy must be part of any deal, even as White House officials concede that government benefit programs will have to be in the package too.

But even if GOP lawmakers agree to raise taxes, there is no guarantee Democrats can come up with enough votes in the Senate to cut benefit programs ? as Republicans are demanding.

"We cannot come up with the solution for Medicare in the next two or three weeks," said Sen. Dick Durbin of Illinois, the No. 2 Democrat in the Senate. "It's too important, it's too serious, when it comes to this fiscal cliff debate."

Durbin has long said Democrats must be willing to discuss cuts to benefit programs in exchange for tax increases on the wealthy. But, he said Wednesday, the issue is too complicated to address in a short postelection session of Congress.

Republicans complain that Democrats are taking issues off the table, even as more GOP lawmakers are reluctantly considering tax increases.

"Democrats like to pretend as though they're the great protectors of Social Security, Medicare and Medicaid," said Senate Republican Leader Mitch McConnell of Kentucky. "They make solemn pledges all the time about how they won't even entertain a discussion about reform. What they don't say is that ignoring these programs is the surest way to guarantee their collapse."

There's a growing consensus among Senate Democrats and the White House that Social Security should be exempt from any deficit-reduction package. But some centrist Democrats in the Senate argue that fellow Democrats must be willing to consider cuts to Medicare and Medicaid in order to get concessions from Republicans on taxes.

"It has to be both ? a significant revenue increase as well as spending cuts," said Sen. Max Baucus, D-Mont., chairman of the Senate Finance Committee.

Sen. Kent Conrad, D-N.D., who is retiring as chairman of the Senate Budget Committee, said rising health care costs in Medicare and Medicaid are helping to drive future spending, making them an essential part of a long-term deficit-reduction package.

"I've been part of every bipartisan group here. We've always put everything on the table," Conrad said. "If you're going to solve this problem, you're going to have to deal with where the spending is and the revenue can be raised."

But senators like Baucus and Conrad increasingly are being drowned out by other Democrats emboldened by the recent election results to fight against benefit cuts.

"I think the election spoke very strongly about the fact that the vast majority of American people don't want to cut these programs," said Sen. Tom Harkin, D-Iowa.

Further complicating the issue, some Democrats say they are willing to look for savings in programs like Medicare and Medicaid, as long as cuts don't lead to higher costs for beneficiaries. Obama's new health care law, for example, assumes more than $700 billion in Medicare savings over the next decade.

"I'm willing to look at ways of making the programs work better," Harkin said.

Congress and the White House are devoting the next three weeks to finding at least a bridge over the fiscal cliff by reducing the sudden jolt of higher taxes and spending cuts in January while laying a framework for addressing the nation's long-term financial problems next year.

Obama wants to let tax rates rise for wealthy families while sparing middle- and low-income taxpayers. Some Republican leaders, including House Speaker John Boehner of Ohio, have said they were willing to consider making the wealthy pay more by reducing their tax breaks. But most Republicans in Congress adamantly oppose raising anyone's tax rates.

Negotiations are going slowly as each side waits for the other to make concessions.

Democrats already have tried to take Social Security off the table. White House press secretary Jay Carney said this week that changes to the massive retirement and disability program should be done separately from any plan to reduce the deficit. That's the same position taken by 28 Democratic senators and independent Sen. Bernie Sanders of Vermont in a letter to fellow senators in September.

"We will oppose including Social Security cuts for future or current beneficiaries in any deficit-reduction package," said the letter, which was signed by many top Democrats, including Majority Leader Harry Reid of Nevada. In the House, Democratic leader Nancy Pelosi has taken the same position, not only on Social Security, but also on Medicare and Medicaid.

"There hasn't been the slightest suggestion about what they're going to do about the real problems, and that's entitlements," said Sen. Orrin Hatch of Utah, the top Republican on the Senate Finance Committee. "There's a certain cockiness that I've seen that is really astounding to me since we're basically in the same position we were before" the election.

How infidelity helps nieces and nephews: Men may share more genes with sisters' kids than cheating wife's kids

ScienceDaily (Nov. 27, 2012) ? A University of Utah study produced new mathematical support for a theory that explains why men in some cultures often feed and care for their sisters' children: where extramarital sex is common and accepted, a man's genes are more likely to be passed on by their sister's kids than by their wife's kids.

The theory previously was believed valid only if a man was likely to be the biological father of less than one in four of his wife's children -- a number that anthropologists found improbably low.

But in the new study, University of Utah anthropology Professor Alan Rogers shows mathematically that if certain assumptions in the theory are made less stringent and more realistic, that ratio changes from one in four to one in two, so the theory works more easily.

In other words, a man's genes are more likely to be passed by his sisters' children if fewer than half of his wife's kids are biologically his -- rather than the old requirement that he had to sire fewer than a quarter of his wife's kids, according to the study published online Nov. 28 in the journal Proceedings of the Royal Society B.

"Imagine a mutation that encourages its bearers, if they are men, to be helpful and invest resources in the children of their sisters," Rogers says. "If that man lives in a society where most of his wife's children were fathered by other men, then this gene may not be in many of his wife's children. A man really doesn't know if any of his wife's kids were fathered by him, but he knows he and his sister have the same mom. So this gene may, in fact, be in more of his sisters' children."

"Thus, over time, the frequency of this gene increases because men are increasing the survival and fitness of their sisters' children -- the ones more likely to carry the gene," he adds.

The new study "shows that it is much easier than we thought for your niece to be a closer relative than your wife's daughter," Rogers says.

The research was funded by the University of Utah.

Why Men Help their Sisters' Kids: Theory and Debate

"Men invest in children in many ways; they care for them, feed them and leave them resources when the men die," Roger says. "But in some human societies, these are the children of sisters rather than those of wives. For decades, anthropologists have wondered why."

Extramarital mating is common in some cultures, including in central Africa and South America, he says, but not in the U.S. or other Western societies where infidelity, as prevalent as seems, much is less common by comparison.

"In some societies it is expected; it isn't seen as cheating," Rogers says. "And it isn't really just about promiscuity. Even where extramarital sex isn't common, women get divorced and remarried and have households with offspring from several men."

Rogers says: "In many societies where extramarital mating is the norm, men may not share genes with the children of wives. There is less doubt about relatedness to sisters' children. This suggests an interesting hypothesis: perhaps natural selection has shaped this practice, by encouraging males to direct investment toward genetic relatives."

"There was great enthusiasm for this idea during the 1970s, until a problem came to light," he continues. "Simple calculations suggested that the explanation collapses unless men father fewer than about one in four of their wife's children. Many have doubted that the number -- the paternity threshold number -- could really be this low."

Rogers' new study shows it is much easier than that for the idea to be true -- for natural selection to favor men who help their sisters' kids. He shows the theory holds true if men father fewer than half their wife's kids rather than fewer than one-quarter of those kids -- something much more likely to happen in reality.

The study shows this mathematically by relaxing assumptions previously made as part of the uncle-caretaker theory.

Rogers says it isn't enough to take into account the probability of paternity -- the odds that a child's biological father also is his mother's husband. The new study shows that if the assumptions made in old studies are relaxed, another parameter also must be measured: "the probability a brother and sister had the same biological father. The higher that probability, the more closely related a man is to his sister and his sister's kids."

Making Old Assumptions More Realistic

Rogers examined four assumptions made in previous studies and changed them to be more realistic. In this more realistic theory, men are more likely to share genes with their sister's children than under the old theory.

The first two assumptions of the existing theory were that "women are equally receptive to extramarital affairs and that each has an infinite number of paramours," says Rogers. "These assumptions both lower estimates of relatedness between men and the children of their sisters. Relaxing either assumption increases our estimate of the fitness payoff to men who invest in children of sisters."

[Rogers notes the theory applies to a man's sisters' children, but not to his brothers' children "because your brother has no more confidence than you do about the paternity of his wife's children. Sisters are a better bet, because they know who their kids are."]

"Previous calculations assume every woman in the population is equally promiscuous," Rogers says. "If you relax that assumption and instead assume some women are more promiscuous than others, it means men are more likely to share genes with their sisters' children."

"The earlier theory also assumed women each woman had an infinite number of boyfriends," instead of a range from one to infinity, he adds. "It made the math simple -- and it gave you a wrong answer."

The new study showed mathematically that a man's relatedness to his sister's kids increases if his wife has fewer rather than more extramarital partners and if she allocates sex -- and thus having children -- unevenly among them.

A third problem with previous studies is that they assumed resources given to any child were equally valuable. Rogers says that didn't account for the fact that giving your wife's kids twice as many resources isn't necessarily twice as good -- once the kids have what they need -- but may be only half again as good for them. So the man may be better off also giving resources to his sisters' kids.

"The old model didn't account for that, and because of that, it biased things in favor of the wife's children. When the nieces and nephews share fewer genes, they end up getting zero resources rather than some reduced share, as they should."

The fourth problem with most previous calculations was that they didn't account for a simple reality: "The best thing for a man to do depends on how his wife is going to respond," Rogers says. "If wives punish their husbands one way or another for delivering goods to their nieces and nephews, it's not just the husband deciding what is best for the husband. Women have an active role in all of these decisions and that role was ignored in the previous model."

Another study published recently took that into account, making it easier to understand how natural selection might favor men who invest in their sisters' offspring.

Rogers believes that natural selection and genetics ultimately contributes to people helping their relatives in most cultures, even if the primary motivation may be tax breaks for those who provide cash gifts to relatives rather than passing on one's genes.

"People are nice to relatives all over the world, and I think selection has something to do with that," he says.

The volume of carbon dioxide, the primary greenhouse gas emitted by human activities, grew at a similar rate to the previous decade and reached 390.9 parts per million (ppm), 40 percent above the pre-industrial level, the survey said.

It has increased by an average of 2 ppm for the past 10 years.

Fossil fuels are the primary source of about 375 billion tonnes of carbon that has been released into the atmosphere since the industrial era began in 1750, the WMO said.

WMO Secretary-General Michel Jarraud said the billions of tonnes of extra carbon dioxide would stay in the atmosphere for centuries, causing the planet to warm further.

"We have already seen that the oceans are becoming more acidic as a result of the carbon dioxide uptake, with potential repercussions for the underwater food chain and coral reefs," he said in a statement.

Levels of methane, another long-lived greenhouse gas, have risen steadily for the past three years after levelling off for about seven years. The reasons for that evening out are unclear.

Growth in volumes of a third gas, nitrous oxide, quickened in 2011. It has a long-term climate impact that is 298 times greater than carbon dioxide.

The WMO, the United Nations' weather agency, said the three gases, which are closely linked to human activities such as fossil fuel use, deforestation and intensive agriculture, had increased the warming effect on the climate by 30 percent between 1990 and 2011.

The prevalence of several less abundant greenhouse gases was also growing fast, it said.

Sulphur hexafluoride, used as an electrical insulator in power distribution equipment, had doubled in volume since the mid-1990s, while hydrochlorofluorocarbons (HCFCs) and hydrofluorocarbons (HFCs) were growing at a rapid rate from a low base.

But chlorofluorocarbons (CFCs) and most halons were decreasing, it said.
