Cyprus bank's big savers to lose up to 60 percent

NICOSIA, Cyprus (AP) ? Big depositors at Cyprus' largest bank may be forced to accept losses of up to 60 percent, far more than initially estimated under the European rescue package to save the country from bankruptcy, officials said Saturday.

Deposits of more than 100,000 euros ($128,000) at the Bank of Cyprus will lose 37.5 percent in money that will be converted into bank shares, according to a central bank statement. In a second raid on these accounts, depositors also could lose up to 22.5 percent more, depending on what experts determine is needed to prop up the bank's reserves. The experts will have 90 days to figure that out.

The remaining 40 percent of big deposits at the Bank of Cyprus will be "temporarily frozen for liquidity reasons," but continue to accrue existing levels of interest plus another 10 percent, the central bank said.

The savings converted to bank shares would theoretically allow depositors to eventually recover their losses. But the shares now hold little value and it's uncertain when ? if ever ? the shares will regain a value equal to the depositors' losses.

Emergency laws passed last week empower Cypriot authorities to take these actions.

Analysts said Saturday that imposing bigger losses on Bank of Cyprus customers could further squeeze already crippled businesses as Cyprus tries to rebuild its banking sector in exchange for the international rescue package.

Sofronis Clerides, an economics professor at the University of Cyprus, said: "Most of the damage will be done to businesses which had their money in the bank" to pay suppliers and employees. "There's quite a difference between a 30 percent loss and a 60 percent loss." With businesses shrinking, Cyprus could be dragged down into an even deeper recession, he said.

Clerides accused some of the 17 European countries that use the euro of wanting to see the end of Cyprus as an international financial services center and to send the message that European taxpayers will no longer shoulder the burden of bailing out problem banks.

But German Finance Minister Wolfgang Schaeuble challenged that notion, insisting in an interview with the Bild daily published Saturday that "Cyprus is and remains a special, isolated case" and doesn't point the way for future European rescue programs.

Europe has demanded that big depositors in Cyprus' two largest banks ? Bank of Cyprus and Laiki Bank ? accept across-the-board losses in order to pay for the nation's 16 billion euro ($20.5 billion) bailout. All deposits of up to 100,000 are safe, meaning that a saver with 500,000 euros in the bank will only suffer losses on the remaining 400,000 euros.

Cypriot officials had previously said that large savers at Laiki ? which will be absorbed in to the Bank of Cyprus ? could lose as much as 80 percent. But they had said large accounts at the Bank of Cyprus would lose only 30 to 40 percent.

Asked about Saturday's announcement, University of Cyprus political scientist Antonis Ellinas predicted that unemployment, currently at 15 percent, will "probably go through the roof" over the next few years.

"It means that (people) ... have to accept a major haircut to their way of life and their standard of living. The social impact is yet to be realized, but they will be enormous in terms of social unrest and radical social phenomenon," Ellinas said.

There's also concern that large depositors ? including many wealthy Russians ? will take their money and run once capital restrictions that Cypriot authorities have imposed on bank transactions to prevent such a possibility are lifted in about a month.

Cyprus agreed on Monday to make bank depositors with accounts over 100,000 euros contribute to the financial rescue in order to secure 10 billion euros ($12.9 billion) in loans from the eurozone and the International Monetary Fund. Cyprus needed to scrounge up 5.8 billion euros ($7.4 billion) on its own in order to clinch the larger package, and banks had remained shut for nearly two weeks until politicians hammered out a deal, opening again on Thursday.

But fearing that savers would rush to pull their money out in mass once banks reopened, Cypriot authorities imposed a raft of restrictions, including daily withdrawal limits of 300 euros ($384) for individuals and 5,000 euros for businesses ? the first so-called capital controls that any country has applied in the eurozone's 14-year history.

The rush didn't materialize as Cypriots appeared to take the measures in stride, lining up patiently to do their business and defying dire predictions of scenes of pandemonium.

Under the terms of the bailout deal, the country' second largest bank, Laiki ? which sustained the most damaged from bad Greek debt and loans ? is to be split up, with its nonperforming loans and toxic assets going into a "bad bank." The healthy side will be absorbed into the Bank of Cyprus.

On Saturday, economist Stelios Platis called the rescue plan "completely mistaken" and criticized Cyprus' euro partners for insisting on foisting Laiki's troubles on the Bank of Cyprus.

Can you fight bullies with books?

The publishing industry shows signs of maturity with a spate of new books addressing bullying.

Books tagged with the key word ?bullying? ? works like 'Dear Bully,' in which well-known authors describe their own experiences of being bullied ? have seen an increase of 500 in the last decade.

For all its get-rich-quick ?insta-books,? explicitly erotic mega-sellers, and memoirs of questionable authenticity, every so often the publishing world does us proud.?

The most recent instance is an example of the very best of publishing addressing the very worst of social problems ? bullying.?

Bully books are clawing their way into publishing houses and up bestseller lists, according to a recent article in The New York Times that explores the attention ? and profits ? books on bullies are receiving of late.

According to the library catalog World Cat, books tagged with the key word ?bullying? saw an increase of 500 in the last decade to some 1,891 such books in 2012, as reported by the Times.?

?Bullying has always been a popular topic, but this year we are seeing bullying titles coming out as never before, and there is no end in sight,? Elizabeth Bird of the New York Public Library, told the paper.

And bully books aren?t just for kids. It turns out they represent the rare publishing trend that blankets all age groups, from children and teens to adults. As an example, the Times cites ?Bully,? a picture book for elementary-grade students, ?The Bully Book,? for middle school children, ?Dear Bully: 70 Authors Tell Their Stories,? an anthology for teens, and ?Sticks and Stones,? by Emily Bazelon, a recent release for adults.

But it doesn?t end there. Our favorite part of this story is that authors and publishers aren?t just looking for a bestseller or to make a quick buck. Besides writing and publishing books on bullying, the publishing industry has gone a step further, building antibullying campaigns, setting up antibullying support networks, and organizing conferences on combating bullying.?

Among those efforts are campaigns by such publishers are Random House, Simon & Schuster, and Harlequin, including the latter?s ?Love is Louder? movement. There?s also a Facebook site called Young Adult Authors Against Bullying and a conference in Missouri for authors of books on bullying.

What?s more, ?In response to government cues, libraries, schools and even bookstores like Barnes & Noble, the nation?s largest retail book chain, have been holding events to talk about the problem and provide help for parents and children,? reports the Times.

As distressing as the subject and its real world tragedies are, we?re heartened to see the publishing world use books as a means to address the problem of bullying ? and not just with ink on paper, but with campaigns, conferences, and candid conversations. For publishers, the potential to affect proactive change on a variety of subjects are endless and we?re eager to see more.

Galaxy S4 preorders start at US Cellular on April 16

Samsung Galaxy S4

Looks like April 16 is starting to be the day for Samsung Galaxy S4 presales. AT&T's opening up that day, and now US Cellular is throwing its hat into the ring, too. 

No word yet on what the phone will cost -- we're told it'll be announced on April 16 -- nor do we know what storage options USCC will offer.

Video shows Calif. man's clumsy burglary attempt

REDDING, Calif. (AP) ? Police in a far Northern California city are asking for the public's help in identifying the suspect in a botched burglary. But if the man is wearing the same bright pants and jacket seen in surveillance footage, they may not need it.

The video released Wednesday by Redding police shows the man walking up to a closed grocery store in the middle of the night and looking inside through its front window.

He walks away but quickly returns, his face covered with what appears to be a black stocking. He throws something at the window, cracking it.

The man then flees, tripping twice, once on a parking curb. He is wearing a brightly patterned jacket and pants.

Police say they responded to a burglary alarm at the grocery store at about 1 a.m. on March 5.

Bee deaths stir up renewed buzz

From 2012: Honeybees may be victims of widely used insecticides. NBC's Anne Thompson reports.

This past winter has been exceptionally rough for honeybees ??and although it's too early to say exactly why, the usual suspects range from pesticides that appear to cause memory loss to pests that got an exceptionally early start last spring.

Friday marked the start of an annual survey that asks beekeepers to report how many bees they lost over the winter, conducted by the Bee Informed Partnership, the Apiary Inspectors of America and the U.S. Department of Agriculture. The advance word is that the results will be brutal.??The New York Times, for example, quoted beekeepers as saying the losses reached levels of 40 to 50 percent?? which would be double the average reported last year.

One beekeeper in Montana was quoted as saying that his bees seemed health last spring, but in September, "they started to fall on their face, to die like crazy."


Dennis vanEngelsdorp, an entomologist at the University of Maryland who is one of the leaders of the survey team, said he can't predict what the past winter's average loss figure will be. The beekeepers' reports are being solicited online for the next two weeks, and the figures are due for release on May 7.

"What I can say is, when we were in California this year, the strength of the colonies that were there was significantly lower than it was in previous years," vanEngelsdorp told NBC News.?

Pesticides at issue
That's consistent with a mysterious ailment known as colony collapse disorder, which has stirred scientists' concern for the past decade. The malady almost certainly due to combination of factors ??including the Varroa mite, a single-celled parasite known as Nosema, several varieties of viruses, and pesticides. Researchers point to one particular class of pesticides, known as neonicotinoids, as a prime suspect.

Neonicotinoid-based pesticides are commonly applied as a coating on corn seeds, but the chemicals can persist in the environment. Although they have low toxicity for mammals, they've been found to have a significant neurotoxic effect on insects, including bees. Several European countries have banned neonicotinoids, the European Union has been looking at a wider ban, and the Environmental Protection Agency is considering new limitations as well. Just last week, a lawsuit called on the EPA to suspend the use of two types of neonicotinoids immediately.

Two recently published studies add to the concern: This week, researchers report in Nature Communications that neonicotinoids block the part of a bee's brain that associates scents with foods. They suggest that without that functionality, the bees effectively forget that floral scents mean food is nearby, and thus die off before they can pollinate. A study published in January in the Journal of Experimental Biology found a similar link to problems with scent-related learning and memory.

Mild winter, dry summer
Although neonicotinoids are currently front and center in the debate over colony collapse disorder, they're not necessarily the primary reason for this winter's dramatic dip in bee colonies.

VanEngelsdorp noted that the winter of 2011-2012 was easy on the bees: Losses amounted to just 21.9 percent, compared with a 2006-2011 average of 33 percent. However, the mild winter was kind to the bees' pests as well. VanEngelsdorp speculated that Varroa mites may have gained an early foothold in the hives last spring. By the time beekeepers started their treatments on the usual schedule, it was too late to keep the mites from weakening the colonies. That would help explain why the past winter's losses were worse than usual.

California beekeeper Randy Oliver, who discusses industry trends on the Scientific Beekeeping blog, said the past summer's drought was also a factor: "When there's a drought, the bees are in poor shape with the food," he told NBC News. He said he and other beekeepers predicted that there'd be heavy winter losses last July, when the scale of the drought became clear.

Heavy losses are bad news, and if bee colonies are becoming progressively weaker, that's worse news. It's not just because of the honey: The Department of Agriculture says that bee pollination is responsible for more than $15 billion in increased crop value each year. A bee scarcity increases costs for the farmers who need them for pollination, and that could lead to higher food prices. But Oliver said it's important to keep a sense of perspective about the bad news.

"The situation with the bees is not dire," he said. "The bees are doing OK. There's no danger that the bees will go extinct. ... That's just not true."

Clinton to address women's groups

WASHINGTON (AP) ? Former Secretary of State Hillary Clinton is returning to the public stage with her first speaking events since leaving the Obama administration.

Clinton is scheduled to speak Tuesday at the Vital Voices Global Leadership Awards in Washington, D.C., an event honoring women leaders around the world. A Clinton spokesman says it will mark her first public speaking event since leaving the State Department.

On April 5, the former New York senator and first lady will address the Women in the World Summit in New York, an annual event focusing on challenges faced by women and girls around the world. Clinton has addressed both organizations previously.

Clinton is scheduled to address The Economic Club of Grand Rapids, Mich., on June 17, organizers said. The event will be closed to the press.

Carphone Warehouse taking Galaxy S4 pre-orders tomorrow, offering free accessories and tablet

UK high street retailer Carphone Warehouse has announced that it's to begin taking Samsung Galaxy S4 pre-orders from tomorrow, Mar. 28. And to sweeten the deal -- and get a commitment to buy out of consumers a month ahead of launch day -- Carphone is offering free accessory bundle for every pre-order, and a free Galaxy Tab 2 7.0 for the first 2,000.

The accessory pack includes a Galaxy S4 screen protector, case and car charger, which the retailer says is valued at £64.97. The tablet isn't exactly cutting-edge, but still sells online for upwards of £150, and has recently got its update to Android 4.1 Jelly Bean.

Carphone Warehouse, like other UK retailers, is expecting to stock the Galaxy S4 from Apr. 26. Hit up Carphone's Galaxy S4 landing page tomorrow to take advantage of the pre-order offer.

However, if you're tired of web services shutting down on you, why not take matters into your own hands? Tiny Tiny RSS is a free, open-source syncing RSS platform with more features than Google Reader ever had, and it can't get shut down. Here's how to install it and set it up.

What You'll Get

Setting up Tiny Tiny RSS requires a little patience, but it's deceptively easy. I had my instance set up and web-accessible within a few hours, and I spent a few more tweaking all of the settings and options just the way I wanted them. At the end of the day you'll have a web page that you can visit at any time, on any device, to read all of the latest articles from the blogs you subscribe to. Tiny Tiny RSS supports filters and labels, so you can organize those feeds into categories, filter out the stories you don't want, and organize them so you read the interesting things first. You can also score feeds, so the blogs you like the most float to the top. There are more features than we have time to get into, but you can read more about them here.

Tiny Tiny RSS also has an Android app (sorry, no iOS app), a mobile-friendly web interface, a Chrome extension, and more third-party supported apps. There's even an XBMC client if you want to read your feeds on the big screen.

There are some things you won't get with Tiny Tiny RSS that Google Reader offers, though. For example, you won't get such a broad array of third party apps and clients. Sadly, Tiny Tiny RSS can't be used with your favorite desktop or mobile feed reader like Reeder or NewsRob. Plus, it's definitely harder to set up than just importing all of your feeds to Feedly. Even so, if you want ultimate control over your news reading, and you want something that'll never shut down on you, Tiny Tiny RSS Is worth setting up.

What You'll Need

Installing Tiny Tiny RSS isn't difficult, but you'll definitely need a few things before you begin:

  • A web host that supports PHP and MySQL. I used Dreamhost, since they have Linux web servers, they support PHP and have it installed already, and make setting up MySQL databases a one-click affair. Alternatively, if you don't want to use a web host, you can install Tiny Tiny RSS on a Linux computer you have at home. It's a bit more complicated, and you'll need to install PHP and MySQL on your own, but it's not too hard. We're going to focus on web servers in this how-to, so check out Linux.com's how-to guide here if you want to use your own Linux server.

If you already own a domain (and most of you do), it's easier (and cheaper) to just use a sub-domain of a URL you already own. For example, I used "reader.novawerks.net" for my Tiny Tiny RSS installation. Dreamhost had it up in minutes and it didn't cost me anything.
  • The latest version of Tiny Tiny RSS to install. The archive you download will include all of the files you need to install the application and set up the database.
  • Your exported Google Reader subscriptions. Here's our step-by-step guide to exporting your Reader data. You'll need the subscriptions.xml file that you get after using Google Takeout.

Tiny Tiny RSS was meant to be installed on Linux computers that you have complete control over, like a Linux box in your house. Since most people don't have their own Linux web server, we're going to walk you through installing it on a web hosting company's servers?which we won't have complete control over. The developer behind TTRSS says that using this kind of hosting isn't supported. I think that's silly, and I'm willing to bet that this is a matter of support and personal preference, not functionality. Basically, if you use something like Dreamhost, you won't be able to get any help from the developer if something goes wrong. If you want that support and control, you'll need to use a dedicated Linux server as described above.

Step One: Prep Your Web Server and Create Your Database

How to Build Your Own Syncing RSS Reader with Tiny Tiny RSS and Kick Google Reader to the Curb Like I mentioned above, I used my web hosting company (Dreamhost) for this, so PHP was already installed, and creating the MySQL database for TTRSS was easy. Most web hosts have similar features, and will give you a web interface to create databases and users. If not, you'll have to use the command line. With that in mind, follow the corresponding instructions below:

Via the web interface: Check with your hosting provider to make sure that they meet the prerequisites. Odds are they'll make it easy for you and you can skip forward to step two. In most cases, once you've logged in to your host's management page, there's a wizard that will help you create a MySQL database and create its first user at the same time. Name the database and user whatever you want. Give the user a strong password to keep it secure. You can see how I did it with Dreamhost (using some example names) in the image to the right.

Via the command line: If your host doesn't offer one-click tools or a GUI to create a MySQL database (or you prefer the command line), it's not too difficult to do at the command line. Use your favorite terminal app (I use PuTTY in Windows and iTerm on the Mac) to connect to your web host (Open the tool and type slogin yourusername@mydomain.com. You'll be prompted for your password. Your username and password here are created through your web host, so check with them if you're not sure how to connect.) To create the database, type:

mysql -u root -p -h mysqlhost.mydomain.com CREATE DATABASE ttrssdb

In this example, your database is called "ttrssdb," and you should replace mysqlhost.mydomain.com in the above command for the name of the host where your SQL database will live. In my case, I had a separate hostname for my SQL database, but if you're running everything on the same system, you can omit -h mysqlhost.mydomain.com from the command to create the database on your local host.

To create the database user, type:

mysql -u root -p -h mysqlhost.mydomain.com GRANT alter,create,delete,drop,insert,update,select ON ttrssdb.* TO ttrssdbusername IDENTIFIED BY strongpassword

Again, change the fields in italics to what you want them to be, and omit the -h mysqlhost.mydomain.com if you're setting this all up on the same computer.

Step Two: Install Tiny Tiny RSS and Set Up the Database

Once your server is prepped, now all we have to do is install and configure Tiny Tiny RSS on it. First, download the latest version of TTRSS from the developer's site. It'll come as a tarball (a .tar.gz file), so make sure you have an app like 7-Zip (Windows, Free), The Unarchiver (OS X, Free), or PeaZip (Linux, Free) ready if you want to use an app to unpack it.

Once you've unpacked the archive, look in the "schema" folder for the database schema (that is, the file that will build and organize TTRSS's database) that corresponds to the database software you're using. The ttrss_schema_pgsql.sql file is for PostgreSQL, and the ttrss_schema_mysql.sql file is for MySQL. You can import the schema either via command line or using the GUI for your database software. My host offers both command line access and PHPMyAdmin to manage my database.

In this case, it's "mysqlhost.mydomain.com," and log in with the username and password you created earlier. Click the "import" tab at the top of the page, and then browse to the schema file you want to import (ttrss_schema_mysql.sql). PHPMyAdmin should detect the file format automatically. Click "Go," and wait for the import to complete.

Via the command line: The first time I imported the schema, it timed out on me, so I was worried it didn't import correctly. I decided to double-check by re-importing it via the command line. To do this, type:

mysql -u ttrssdbusername -D ttrssdb -p -h mysqlhost.mydomain.com < schema/ttrss_schema_mysql.sql

You'll be prompted for the password for that user account, but assuming you're in the directory you've created for Tiny Tiny RSS, the schema will be imported after a moment or two.

At this point, Tiny Tiny RSS is installed, your database is up and running, and you've imported your schema. The only thing left to do now is to connect Tiny Tiny RSS to your database and tweak some of the application settings.

Step Three: Connect Tiny Tiny RSS to Your Database

Go back to your Tiny Tiny RSS folder and find the config.php-dist file in the root directory. Make a copy of it, rename it config.php, and open it with your favorite text editor, whether in the command line (pico, vi, emacs, whatever) or by downloading it and opening it with something like Notepad++. If you edit it on the desktop, just make sure to re-upload it with the proper name so your changes take effect.

The fields at the top of the file are the most important, and the ones you need to change in order for TTRSS to find and log in to your database server. Review the entire file though, just to make sure none of the options are things you want to toggle. We'll tweak some of the additional settings later, but here are the basics, using the example names we've been using so far:

Unless your SQL database is on a server using a non-standard port, you probably won't need to define the DB_PORT. If you're running everything on the same system, leave DB_HOST blank or as "localhost." Of course, you should have your own usernames, domain names, and passwords to fill in here, but you get the gist.

Next, scroll down to the basic settings:

define('SELF_URL_PATH', 'http://yourserver/tt-rss/');

The SELF_URL_PATH is the domain where TTRSS is currently installed. If you installed it at http://yourdomain.com/ttrss, fill that in. If you set up a domain and installed TTRSS at its root, just type in the name of the domain, like http://myttrssdomainname.com/. If you're installing everything on the a server at home, this is where you'll put in your Dynamic DNS URL. There are more to set up, but these are the ones required to connect TTRSS to your database successfully. Now we're ready to log in for the first time.

Step Four: Log In and Import Your Feeds

Congratulations! The default credentials are "admin" and "password," so once you're logged in, the first thing you should do is change the password. Click the Actions menu at the top-right corner of the screen and select Preferences. You should see Personal Data/Authentication near the top of the screen. Click that and you'll see the password change screen. Give yourself a nice strong password and save it.

Next, let's import your feeds. If you haven't exported your subscriptions from Google Reader, now's the time to do it. Check out our step-by-step to get your data out of Google Reader, and once you have your subscriptions.xml file, here's how to import it to TTRSS:

  1. Click the Actions menu at the top right corner of the screen and select Preferences.
  2. Click the Feeds tab, and look for the "OPML" option near the bottom of the screen. Click it to open that frame.
  3. Click Choose File to browse your hard drive for your subscriptions.xml file. Select it, and click OK.
  4. Click the Import My OPML button to begin your feed import. If you have a lot of subscriptions (especially if some of them are defunct or now dead) this may take a while. Grab some coffee.

When your import is complete, click the Exit Preferences button in the upper right to go back to the main view. Even if your import seems like it's errored out (this happened to me a couple of times,) it probably imported your feeds okay anyway. You should see all of the subscriptions TTRSS imported in the sidebar, organized the same way they were at Google Reader?if you had folders, they should have come over with you. If you want to edit, rename, color-code, or re-categorize a feed, it's easy?just click to select it in the sidebar, and click the Actions menu to see all available options for it.

To add new feeds, click the Actions menu and select Subscribe to Feed. If the feed you want to subscribe to requires a login and password, check the "This feed requires authentication" box and you'll see fields to enter your credentials. If some of your feeds were imported with errors, or they're dead and TTRSS can't resolve them, highlight them on the left sidebar, then click Actions and Unsubscribe to remove them from your list.

Step Five: Tell Tiny Tiny RSS to Update Feeds and Update Itself Automatically

Here's how to make TTRSS update your feeds without doing it manually and how to get automatic updates to the application when the developer releases them:

Make TTRSS Update Your Feeds Without Help

By default, Tiny Tiny RSS only updates feeds when you double-click on them. If you want them to update automatically, you have a few options. You can either tell Tiny Tiny RSS to update quietly in the background while you're using the site and reading other feeds (and you can always update manually by double-clicking a feed name,) or you can run a background process on your linux server that will keep your database up to date even when you're not using the webapp.

The latter is the most foolproof method, but most web hosts aren't about to let you run a background process all the time, even when you're not logged in. However, if you're running TTRSS on your own linux box, check out the Updating Feeds page in the Tiny Tiny RSS Wiki for more information on how to set this up.

I opted for the former method, partially because I'm using a shared host, but also because it's just easier to set up. Open up your config.php file in a text editor, and scroll down "SIMPLE_UPDATE_MODE" and change its flag from "false" to "true." This will make TTRSS update your feeds for you every 30 minutes (by default, you can change this in the Preferences) as long as you're logged in. Set it as a pinned tab, and you'll never have a problem.

Get Application Updates Automatically

The night after I got everything set up the way I wanted it, the developer released version 1.7.5. There is a built-in updater in TTRSS, but you have to turn it on first. Go back to your config.php file, and look for this field near the bottom of the file:

Change it to look like this:

This enables the updater plugin (I have no idea why it isn't enabled by default) and opens up a new option in the Preferences menu called "Update Tiny Tiny RSS." Click it to check for updates, or to download and install an update if one is available. Again, this tweak works best if you're running TTRSS on your own server or an instance you control. I had trouble with it and wound up updating manually anyway (more on that here), so your mileage may vary using it.

If you'd like to take your subscriptions on the go, download the Tiny Tiny RSS client for Android. It takes a few seconds on the settings page to set it up to work with your TTRSS installation (type in your URL, your username, your password, and customize the settings the way you like) and in moments you'll be reading your feeds on your Android phone.

The app has settings for HTTPS if your instance is running via SSL, and you can tell it to download feed icons and categories if you want to browse your feeds the same way you would on the web. You can tweak the article text size, enable full-screen mode for easy reading, and more. There are even a few themes to choose from. The Android app is free for seven days?after that you'll need to shell out $1.99 for the unlock key either via Google Play or in-app purchase.

An Eye-Opening Geopolitical Struggle Over A Golf Course In Iceland

Catalyst in a teacup: New approach to chemical reduction

Mar. 24, 2013 ? Taking their inspiration from nature, scientists at the University of New South Wales have developed a new method for carrying out chemical reduction -- an industrial process used to produce fuels and chemicals that are vital for modern society.

Their catalyst-based approach has the big advantages that it uses cheap, replenishable reagents and it works well at room temperature and in air -- so much so, it can even be carried out safely in a teacup.

The research, by a team led by Associate Professor Stephen Colbran, of the UNSW School of Chemistry, has been published as the cover of the journal, Angewandte Chemie.

The catalyst they designed mimics the activity of naturally occurring enzymes that catalyse reduction, such as alcohol dehydrogenase in yeast, that helps produce alcohol from sugar.

"Industrial chemical reduction processes underpin human existence, but are unsustainable because they irreversibly consume reagents that are made at prohibitively high energy cost," Dr Colbran says.

"We believe our new biomimetic design may have wide applications in chemical reduction."

Chemical reduction involves the addition of electrons to a substance, and is the basis of making many fuels, including the sugars that plants produce during photosynthesis.

In industry, molecular hydrogen and reactive reagents such as sodium borohydride are used as reducing agents during the production of pharmaceuticals, agrichemicals and ammonia for fertiliser.

"Manufacture of these substances is energy costly, leads to the release of carbon dioxide and they are difficult to handle and store," Dr Colbran says. "So we decided to look at nature to see how nature does it."

The team combined a transition metal complex containing rhodium with a Hantzsch dihydropyridine -- an organic donor of a hydride ion similar to biological nicotinamides -- to produce the new bio-inspired catalyst. They tested it on a common process -- reduction of imines -- and were surprised to find it worked in ambient conditions with more than 90 per cent efficiency in most cases.

Dr Colbran even tested it out in a teacup. "I thought it would be a bit of fun. And it makes a serious point -- our catalyst system is very easy to use."

By coincidence, the research comes exactly a century after Alfred Werner won a Nobel Prize for Chemistry for his work on the structures of transition metal complexes. As well, his PhD supervisor, Arthur Hantzsch, discovered the way to synthesise dihydropyridines.

"It has only taken 100 years to combine the work of doctoral adviser and student into one molecule," Dr Colbran says.

A future aim is to try to convert the greenhouse gas, carbon dioxide, into the renewable fuel, methanol, much more efficiently.

Kevyn Orr, Detroit Emergency Manager, Begins First Day Of State Appointed Job On Monday

DETROIT -- A bankruptcy lawyer and turnaround expert tasked with reviving Detroit's beleaguered finances could be greeted by a crowd of protesters as he arrives at work Monday, then plans to spend his first day meeting with some city officials who for months fought against creating his job at all.

Kevyn Orr is under no illusions that he'll be treated as a hero when he begins his duties as the Motor City's emergency manager, an appointment that makes Detroit the nation's largest city ever put under state control. But while there are plenty of sacrifices ? including Orr's resignation from a powerful law firm where he was a partner ? Orr says he is motivated by the opportunity to engineer one of the greatest fiscal turnarounds in U.S. history.

"I'm a worker bee. I'm not a honey bee," Orr, 54, told The Associated Press in an interview. "My set-in-stone plan is to get to the office ... and start meeting folks."

A review team spent two months scrutinizing Detroit's books and reported to Gov. Rick Snyder that the city was in a financial emergency, citing its long-term debt of more than $14 billion and $327 million budget deficit.

Snyder agreed and earlier this month announced Orr, a Washington attorney who represented automaker Chrysler LLC during its successful restructuring, as the man for an even larger fix-it task. State law allows emergency managers to negotiate labor contracts and deals with vendors. He can sell off city assets to raise money and cut the salaries of elected officials to save bucks.

Opponents, led by a vocal group of Detroit clergy and residents say the law snatches power from elected officials. National civil rights leader the Rev. Jesse Jackson has called for mass demonstrations and protests outside City Hall.

Orr insists he has no immediate plan of action other than getting a sense of the city's priorities.

"You really want to look into the swimming pool to see if there is water in there before you dive in," said James Spiotto, a municipal bankruptcy expert at the Chicago-based Chapman and Cutler law firm.

But turnaround specialist James McTevia said he finds it hard to believe that Orr enters the job without any idea about what he intends to do. McTevia, who has closely followed the Detroit situation, suggests that one of his first steps should be an immediate freeze on debt spending.

"The first step in resolving a serious financial problem is to stop fueling the fire by spending money you don't have," McTevia said.

Early success could be crucial for Orr to win over citizens who are skeptical about whether an emergency manager really is needed, bankruptcy expert Doug Bernstein said. Such victories can be as simple as getting "street lights on and get police on the street," he said.

"Public safety is paramount," said Bernstein, managing partner of the Banking, Bankruptcy and Creditors' Rights Practice Group for Michigan-based Plunkett Cooney law firm. "This is such a hot area where people are passionate about whether there should or not be an emergency manager. It would likely go a long way to convince those who are against, or otherwise opposed to the concept, that this can lead to something good or rehabilitation for the city."

Beyond public safety, a host of other problems await Orr ? including health care costs, pension concessions, privatizing services if necessary and, finally, weighing whether the only real solution is municipal bankruptcy.

"Maybe he means he doesn't have the details of it yet, but I hope he has some idea what the major issues are," Wayne State University law professor Peter Henning said of Orr. "Mr. Orr has to deal with the threat of bankruptcy. This is a more immediate issue and he has to make a decision fairly quickly whether to put the city into bankruptcy or not."

Then he has to match revenue and spending.

"This is the idea of downsizing the city so that the costs more closely match the amount Detroit brings in," Henning said. "On the revenue side, something has to be done to stabilize the tax base. That's all easier said than done and will take years, probably well beyond Mr. Orr's term."

Pamela Amato, a former emergency financial manager for tiny Three Oaks in southwestern Michigan, said when she took the job in 2009, she did not jump straight into the finances. Three Oaks had a $600,000 deficit and was nearly devoid of cash. It took less than a year to turn the village around. Amato says listening to officials and residents was the key.

"I wanted to get a sense from the people who lived there and who were in governance as to what was going on and used that information to chart my own course," she said. "I let them know that we either succeeded together or we failed together."

Orr has met with people in Detroit's business and foundation communities, attending some dinners and receptions. He plans to commute between Detroit and his home in the Washington, D.C., area during the time it takes to fix Detroit.

"I was very comfortably placed in my private law practice at my firm that I adored," Orr said, pointing out that he had been picked to go to open a Miami office before the offer to become Detroit's emergency manager came from "out of the blue."

Jevonsha Johnson, 28, said she wants Orr to keep in place efforts under Mayor Dave Bing to level as many of the city's 30,000 or more vacant houses as funds allow. There are two adjacent to Johnson's newer wood-framed bungalow in the city's north end and another across the street.

"It don't make you feel safe," Johnson said. "The other new houses over here have been broken into several times. My neighbor next door told me a couple times that they broke in while his wife and daughter were there."

Although Orr said he likes what he has seen in parts of the city ? downtown, resurgent Midtown, the strong cultural and central business districts ? he acknowledges other neighborhoods are "in need of some TLC."

Amid all these problems, he acknowledges there's a risk of being unable to solve them, though he insists he will within the 18 months dictated under Michigan's emergency manager law.

"Failure is not an option," Orr said. "It's just a question of designing the architecture around what can be creating a future ? and a sustainable future ? for the city."

Musharraf heads to Pakistan amid death threats

(AP) ? Former Pakistani President Pervez Musharraf ended more than four years in self-exile Sunday with a flight to his homeland, seeking a possible political comeback in defiance of judicial probes and death threats from Taliban militants.

The journey from exile in Dubai to the Pakistani port city of Karachi is intended as the first step in his goal of rebuilding his image after years on the political margins. Since the former general was forced from power, Pakistan's civilian leadership has struggled with a sinking economy, resilient Islamic extremist factions and tensions with Washington over drone strikes and the secret raid that killed Osama bin Laden.

Musharraf represents a polarizing force that could further complicate Pakistan's attempt to hold parliamentary elections in May and stage its first transition from one civilian government to another.

He is viewed as an enemy by many Islamic militants and others for his decision to side with America in the response to the Sept. 11, 2001 terrorist attacks. On Saturday, the Pakistan Taliban vowed to mobilize death squads to send Musharraf "to hell" if he returns.

His supporters, including elements of the military and members of Pakistan's influential expatriate communities, consider him a strong leader whose voice ? even just in parliament ? could help stabilize the country.

Musharraf also faces legal charges, including some originating from the probe of the 2007 assassination of former Prime Minister Benazir Bhutto, who also spent time in self-imposed exile in Dubai before returning.

The flight from Dubai came after several failed promises to return in recent years. Musharraf announced in early March that he would lead his party, the All Pakistan Muslim League, in May elections.

Musharraf met briefly with reporters in Dubai before heading to the airport wearing a white shalwar kameez ? the traditional loose-fitting outfit in Pakistan ? and sandals from the country's Peshawar region near the Afghan border.

Musharraf took power in a 1999 coup and was forced to step down in 2008 amid growing discontent over his rule. He has since lived in Dubai and London.

His decision to return was given a boost last week when a Pakistan court granted him pre-emptive bail ? essentially preventing his immediate arrest ? in three cases in which he's implicated, including Bhutto's death. He now has 10 days to appear in court. He has dismissed the various charges as baseless.

His return comes as Pakistan seeks for the first time to hand power from one elected government to another. The country, meanwhile, is struggling with rolling blackouts, rising inflation and widespread security problems.

On Saturday, the Pakistan Taliban released a video threatening to unleash suicide bombers and snipers against Musharraf if he comes back. One of the two people speaking in the video was Adnan Rashid, a former Pakistani air force officer convicted in an attack against Musharraf. The Taliban broke Rashid out of prison last year, along with nearly 400 other detainees.

"The mujahedeen of Islam have prepared a death squad to send Pervez Musharraf to hell," said Rashid, who spoke in the video in front of a group of about 20 militants holding rifles. "We warn you to surrender yourself to us. Otherwise we will hit you from where you will never reckon."

Musharraf had been expected to address supporters at a gathering Sunday in Karachi near the mausoleum of Pakistan's founding father Mohammed Ali Jinnah. But police decided to cancel his permit because of a "very serious threat," said Tahir Naveed, the deputy inspector general of Karachi police. He said Musharraf would be provided with an armored vehicle to protect him due to the threats. Banners and billboards welcoming Musharraf back to Pakistan lined the street from the airport where he is expected to land.

In the aftermath of the 9/11 attacks, Musharraf came under intense pressure from the U.S. to back the Americans in the coming war in Afghanistan and cut off ties with the Taliban, which he did. For that, militants as well as many other Pakistanis saw him as carrying out the American agenda in Pakistan.

He's also vilified by militants for ordering the 2007 raid against a mosque in downtown Islamabad that had become a sanctuary for militants opposed to Pakistan's support of the war in Afghanistan. At least 102 people were killed in the weeklong operation, most of them supporters of the mosque.

Militants tried to kill Musharraf twice in December 2003 in Rawalpindi, where the Pakistani military is headquartered. First they placed a bomb intended to go off when his convoy passed by. When that didn't work, suicide attackers tried to ram his motorcade with explosives-laden vehicles. The president was unhurt but 16 others died.

In addition to the Bhutto case, Musharraf also faces charges resulting from investigations into the killing of Akbar Bugti, a Baluch nationalist leader who died in August 2006 after a standoff with the Pakistani military. In another case, he's accused of illegally removing a number of judges including the chief justice of the supreme court.
