Day after cracks were found, Bangladesh factory collapse leaves 125-plus dead (+video)

Concerns about safety conditions in garment factories sourced by Western retailers were revived when a factory collapsed after serious cracks were found in the building yesterday.

But where would the money come from if she did not go to work? Taslima's mother asked her before heading off to work like normal.

This evening, Taslima is in tears, sitting by her mother?s body in a makeshift mortuary. Her mother was one of the more than 125 killed when the eight floor building collapsed on the outskirts of Bangladesh?s capital, Dhaka. Some 800 more were injured.?As search-and-rescue efforts continue, those numbers are likely to rise, say witnesses, who report that hundreds of people may still be trapped in the rubble.

An inspection team visited Rana Plaza, where the factory building is located in the suburb of Savar, the day before the collapse and asked the owner to keep the building closed after they identified cracks in it. That instruction, however, was ignored.

The incident is not an aberration for Bangladesh. It comes on the heels of a series of factory disasters, the latest just five months ago, when a fire ripped through the Tazreen factory in Dhaka while workers were trapped inside:?More than 100 died. The collapse?revives concerns about the poor working conditions, code violations, and garment owner negligence that has racked the world's second-largest garment-exporting country, where firms produce clothing for high-profile brands including Gap, H&M, and?Wal-Mart.?

?This is an example of the most irresponsible and insensible work by the authority,? says Selim Newaj Bhuiyan, former deputy director of Fire Service and Civil Defense. Mr. Bhuiyan has attended to some of the deadliest factory fires and collapses in Dhaka. ?When the building was warned, how could the authorities ask the workers to come to work?? he asks. Bhuiyan places the blame on building and factory authorities.

One worker at the factory, Sumi, described coming to work at 8:00 a.m., despite what she calls a subconscious fear in her mind.

When debris began falling from the ceiling of the fifth floor where she worked, it was already too late for her to escape. She was trapped inside along with hundreds of others as the floors collapsed one after another. Firefighters pulled her out five hours later. She was receiving treatment at a nearby hospital.

On the seventh floor, right after meeting with production managers and supervisors, Shariful Islam was returning to his work when suddenly he heard a loud noise.

?Immediately we fell several stories down faster than an elevator?s speed,? says Mr. Islam, a quality checker at New Wave Bottoms, one of the factories that rented the building (the others included New Wave Style, Ether Tex, and Canton Tech Apparel, according to CNN).

?I closed my eyes as the entire place was engulfed with dust. A stitching machine fell on my left leg,? says Islam, who later managed to escape the building with the help of two co-workers. ?All I could see were dead bodies all around me.?

Flouting standards

At least 630 people have died in more than 30 incidents since 1990, according to the Bangladesh Institute of Labor Studies.?Eight years ago, another factory collapse outside Dhaka killed about 70 workers.?In most cases factory owners have been identified flouting safety standards, but very few of them are brought to court.

Former President of the?Bangladesh Garment Manufacturers and Exporters Association (BGMEA)?Abdus Salam Murshedy told The Christian Science Monitor that since the Tazreen fire last November officials are working to inspect and identify the many buildings not up to code.

It takes time, he says, to look into the licenses of all of Bangladesh's factories.

According to a fact-finding report of Bangladeshi human rights organization Odhikar, the Chief Inspector of Bangladesh?s Factories and Establishment renewed Tazreen?s safety inspection without even visiting the premises. A token sum of money was enough for the factory authorities to ?get the application [for factory operations] approved on mobile phone,? according to Odhikar?s report.

?Only compensation [for the victims and their families] and mourning such incidents are not enough. There are many vulnerable factories that are not looked into,? says Babul Akhter, president of Bangladesh Garment and Industrial Workers? Federation. Mr. Akhter urges international buyers to be more cautious while placing orders to the suppliers and ensure that the suppliers comply with the standards.

Bangladesh?s garment industry, the second largest garment exporter in the world, makes up 80 percent of country?s export revenue. The garment sector earned $19 billion from exports in the financial year that ended in June 2012.

?We will investigate this incident jointly with the government and make it public,? says the current president of the BGMEA, Atiqul Islam.

China: Legal activist's sister-in-law detained as harassment intensifies

The Chinese authorities must release the sister-in-law of a prominent human rights activist and end the ongoing harassment of his relatives living in Shandong Province, Amnesty International said.

On Wednesday afternoon Linyi city authorities detained Ren Zongju ? sister-in-law of Chinese legal activist Chen Guangcheng. She was accused of ?harbouring? her son, Chen Kegui, last year after he allegedly assaulted security officials. The officers had been searching for his uncle, Chen Guangcheng, after he escaped illegal house arrest.

Before her latest detention, Ren Zongju was previously held and then released on bail.

?This new detention ? a full year after Chen Guangcheng?s escape ? seems aimed at punishing him and his family for his continued outspoken criticism of the Chinese government since leaving China,? said Catherine Baber, Asia-Pacific Programme Director at Amnesty International.

?Ren Zongju must be either charged with an internationally recognized criminal offence or released immediately.?

String of harassment

Chen Guangcheng?s older brother Chen Guangfu, husband of Ren Zongju, has reported threats and harassment against the family.

On 18 April, a dead chicken and duck were hurled at Chen Guangfu and Ren Zongju?s house ? bird flu has recently become a concern in China.

Two days later, dozens of posters went up around the village with threats accusing them of being traitors to China and supporting Taiwanese independence. That evening, their house was pelted with stones, breaking glass and damaging roof tiles. The next morning, Chen Guangfu found more dead fowl outside his door, as well as burnt paper ? in China, burnt paper money is placed on graves. He also found 20 of his poplar trees uprooted.

The family believe that this harassment is organized or instigated by the local authorities.

Also on 20 April, another brother, who lives about 50km away, found that his car had been damaged and his tyres slashed. He replaced the tyres, but the next morning he found the new ones had also been slashed.

It has also been reported that four individuals who sought to visit Chen family were beaten by the local security forces and held at the local police station for 16 hours.?

?In China we?ve seen a pattern of the authorities singling out family members and associates of prominent government critics and human rights defenders for intimidation ? this must be stopped immediately,? said Baber.

Chen Guangcheng?s escape

Chen Guangcheng is a legal activist best known for exposing forced abortion and sterilization practices in Shandong Province?s Linyi County, and for seeking legal redress for the victims. He also gave legal support to many others whose rights have been violated, including farmers forcibly removed from their land without due process or compensation.

Before his escape in late April 2012, he had been under illegal house arrest for 19 months. His home had become a virtual prison for him, his wife and their daughter.

During his time under house arrest, Chen was prevented from seeking medical treatment. The couple were also prevented from meeting their wider family, including their young son, who lived elsewhere with an aunt so that he could attend school.
After his escape, Chen Guangcheng sought refuge in the US Embassy in Beijing, who then negotiated his family?s departure to the US. Once in the USA the activist issued a video in which he raises the ill-treatment of numerous human rights defenders at the hands of the Chinese authorities.

After Chen?s escape, his wife, Yuan Weijing, was beaten, kicked and wrapped up in a blanket by plainclothes security forces.

Will Paul Ryan take immigration reform to the finish line in the House?

Illinois Democratic Congressman Luis Gutierrez, a longtime advocate for immigration reform who is part of a group working on a House version of a reform bill, ?had a colleague join him in Chicago this week to speak on the issue. His speaking partner was Wisconsin Republican Congressman Paul Ryan ? the same Paul Ryan who ran for vice president under Mitt Romney, a candidate who will not be remembered as an ardent pro-immigration reform champion.

?We need it for national security reasons. We need it for the economy,? said Ryan in Chicago about the need to reform current immigration laws.??We do not want to have a society where we have different classes of people who cannot reach their American dream by not being a full citizen,? said the young conservative Congressman.

And while some Republicans have said the Boston bombings are a reason to step back and reassess whether reform could make the country less safe, Ryan took the opposing view.

?If anything, this is an argument for modernizing our immigration laws,? said Ryan. ?So the last thing we ought to do is make some kind of knee-jerk assessment as to how this affects some other bill in Congress,? he added.

Congressman Luis Gutierrez tells NBC Latino that Ryan ?is no Johnny-come-lately to the immigration issue, and has been an ally of mine and of Jeff Flake?s on immigration reform bills in the past.? Gutierrez also cited the fact that Ryan had previously worked for pro-immigration reform Republicans like Jack Kemp and Sam Brownback.

?The big difference since November,? explains Gutierrez, ?is that Republicans who support legal immigration and sensible immigration policies are coming forward to challenge the opponents of legal immigration who have been driving the issue for Republicans and boxing them into a corner,? he says. ?Those who want to push out or deport 11 million undocumented immigrants and their families are increasingly on the margins of the Republican party, and a much more pragmatic, enforceable, and economically beneficial approach is taking root. And nobody articulates that approach better than Paul Ryan,? Gutierrez adds.

The conservative Wisconsin Republican?s vocal support for immigration comes at a crucial time, as the House readies to debate a soon-to-be unveiled immigration reform proposal by House members including Gutierrez, Idaho Republican Congressman Raul Labrador and Florida Republican Congressman Mario Diaz-Balart, among others. ?Support from conservatives like Ryan can make a difference in the House, say political observers.

?Some of the resistance on the Republican side to immigration reform is because House members face a threat of a more conservative challenger in their primaries,? explains?Nathan Gonzales, deputy editor of the?Rothenberg Political Report, a non-partisan publication which covers Congress. ?I think Congressman Ryan?s actions could give cover to other Republican members to support reform, by being able to say Ryan supported it,? says Gonzales. ??Ryan is well-respected and it could blunt some of the criticism,? adds Gonzalez.

While the Senate is still weeks away from voting on their Gang of Eight immigration proposal, advocates as well as political observers are looking toward what may happen in the Republican-led House. One alternative, says Gonzales, is that House Speaker John Boehner does not invoke the Hastert rule (requiring that a majority of Republicans support the bill), and allows an immigration bill to go through with a small group of Republicans joining the Democrats to vote ?yes.?

While Republican House members representing conservative constituencies may be feeling pressure from GOP members such as Ryan to support an immigration reform bill, it ultimately comes down to two different philosophies, says Gonzales.

?Do you represent your constituents on everything they believe, or are you voted into office and constituents entrust you with two years to make decisions you think are best for the country, and later voters decide if you did the right thing or not?? says Gonzalez.

In the meantime, Congressman Luis Gutierrez says Ryan?s support for immigration legislation matters. ?He is important to other Republicans and a leader on the Hill,? Gutierrez says.

Pakistan police say explosives found near Musharraf house

ISLAMABAD (Reuters) - Pakistani police said on Tuesday they had defused 50 kg (110 lb) of explosives hidden in a car wired with remote-controlled detonators near the fortified farmhouse where former president Pervez Musharraf is under house arrest.

The discovery added a new sub-plot to the saga of Musharraf's deepening legal woes, which have transfixed Pakistanis unaccustomed to the sight of a once all-powerful military ruler submitting to the will of judges.

"When we checked the car we found explosives," police bomb squad constable Rehmat Ali told Reuters television. "When we unlocked one of the doors we saw a detonator cord."

Ali added that police had discovered several remote-controlled detonators rigged to the explosives, which they disarmed.

There was no immediate word from police on who they suspected might have planted the device.

Pakistan's Taliban movement, which threatened to kill Musharraf shortly before he returned to Pakistan last month after almost four years of self-imposed exile, denied any involvement in the incident.

"We would have sent suicide bombers," Taliban spokesman Ehsanullah Ehsan said.

MADE ENEMIES

Musharraf made many enemies during his stint in power, notably among militant groups who felt betrayed by his decision to align Pakistan with the United States following the September 11, 2001 attacks.

Musharraf had hoped to relaunch his political career by running for a seat in the National Assembly at general elections on May 11, Pakistan's first transition between elected civilian-led governments.

Instead, election officials disqualified him from running and a court ordered he be placed under house arrest last week over allegations he unlawfully ordered the detention of judges during a showdown with the judiciary in 2007.

Police found the explosives several hours after Musharraf made his latest court appearance over separate allegations that he failed to provide adequate security to prevent the 2007 assassination of former prime minister Benazir Bhutto.

Pakistani television broadcast video showing scores of lawyers, who have not forgiven Musharraf for the crackdown he launched on the judiciary, scuffling with supporters of the ex-president after the hearing.

Police arrested Musharraf on Friday, treating Pakistanis to the rare spectacle of a former army commander being humbled by judges in a country where the military has ruled for more than half the years since Pakistan's creation in 1947.

Musharraf's office has dismissed the allegations against him as baseless and politically motivated.

Musharraf, who seized power in a coup in 1999, resigned in 2008 and left Pakistan for residences in London and Dubai.

His legal troubles have provided a stark symbol of the changing balance of power in Pakistan, where the military still retains enormous behind-the-scenes influence but has retreated from the overt meddling and coups of the past.

Kuwait opposition politician gets bail in insult case

KUWAIT (Reuters) - A prominent Kuwaiti opposition politician convicted of insulting the ruling emir was granted bail on Monday, his lawyer said, prompting celebrations by supporters who packed the court building and defusing tensions over his case.

Musallam al-Barrak, an outspoken former member of parliament, was sentenced to five years in jail last week for remarks made at a rally last year.

The sentencing had triggered a series of street protests that highlighted ongoing political tensions between opposition figures and the government, headed by a prime minister picked by the emir.

After the appeal court ruling on Monday, hundreds of Barrak's backers escorted him through the appeal court complex cheering, whistling and chanting: "The people want Musallam al-Barrak," and "God is great".

"It will ease tension", former opposition lawmaker Khaled al-Tahous said.

The five-year sentence was not overturned on Monday, defense lawyer Dokki al-Hasban told Reuters.

But the court ruled that Barrak should be granted bail, on a payment of 5,000 dinars ($17,600), and that his defense team would have a chance to argue his case next month.

Barrak was not taken into custody after his sentencing. Security forces had searched his guest house and a neighboring home last week but failed to find him, supporters said. It was not clear why police had not taken him into custody during subsequent speeches at the guest house.

Barrak was found guilty of insulting Sheikh Sabah al-Ahmed al-Sabah in a speech in October last year in which he appealed to the emir to avoid "autocratic rule".

Kuwait has avoided mass Arab Spring-style unrest but citizens held large street protests last year after the emir changed the electoral law, a move the opposition said was aimed at preventing them from winning a parliamentary majority.

The government has said the move brought Kuwait in line with voting systems elsewhere.

While Kuwait allows more freedom of speech than some other Gulf Arab states, the emir has the last say in state affairs and is deemed "immune and inviolable" in the constitution.

There has been a series of trials in Kuwait in recent months involving opposition activists accused of insulting the emir, mainly on social media.
